<br /> <br /> <br /> <br /> <br /> <br /> CHAPTER 1 ADMINISTRATION <br /> AND ENFORCEMENT) <br /> <br /> (SECTION 101 GENERAL) <br /> <br /> 101.1 Title. These regulations shall be known as the Property Maintenance Code of the City of <br /> University City, Missouri, hereinafter referred to as "this code". <br /> <br /> 101.2 Scope. The provisions of this code shall apply to all existing, residential and nonresidential <br /> structures and all existing premises and exterior property, and constitute minimum requirements <br /> and standards for premises, structures, exterior property, equipment, and facilities for light, <br /> ventilation, space, heating, sanitation, protection from the elements, life safety, safety from fire <br /> and other hazards, and for safe and sanitary maintenance; the responsibility of owners, operators <br /> and occupants; the occupancy of existing structures and premises, and for administration, <br /> enforcement and penalties. <br /> (SECTION 102 APPLICABILITY) <br /> <br /> 102.3 Application of other codes. Repairs, additions or alterations to a structure, or changes of <br /> occupancy shall be done in accordance with the procedures and provisions of the building, <br /> residential, plumbing, mechanical, existing building, electrical, fuel gas, energy conservation, <br /> and other applicable codes adopted by the City of University City. <br /> <br /> 102.6 Historic buildings. Where carrying out the provisions of this code will significantly alter <br /> the historic or architectural character of an existing structure that has been officially designated <br /> by the State of Missouri or by the City of University City as a historic building, property or <br /> landmark, the code official upon application of the owner or the owner's representative, shall <br /> vary, modify or waive such provisions based on a finding that the public interest in health, safety <br /> and welfare will be served by such action. <br /> <br /> (SECTION 103 DEPARTMENT OF PROPERTY MAINTENANCE INSPECTION) <br /> <br /> 103.1 General. The term "department of property maintenance inspection" whenever employed <br /> herein shall be construed to mean the Department of Community Development of the City of <br /> University City, Missouri. The term "code official" shall be construed to mean the building <br /> commissioner of the City of University City, Missouri, or the duly authorized representative of <br /> the building commissioner. <br /> <br /> <br /> 103.5 Fees. The fees for activities and services performed by the department in carrying out its <br /> responsibilities shall be as specified in Chapter 2.66 of the University City Municipal Code. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 2 <br />
