<br /> <br /> <br /> <br /> <br /> INTRODUCED BY: Mr. Sharpe DATE: August 31, 2009 <br /> <br /> BILL NO.: 9048 ORDINANCE NO.: 6793 <br /> <br /> <br /> AN ORDINANCE TO ESTABLISH A PROCEDURE TO DISCLOSE <br /> POTENTIAL CONFLICTS OF INTEREST AND SUBSTANTIAL INTERESTS <br /> FOR CERTAIN MUNICIPAL OFFICIALS. <br /> <br /> WHEREAS, according to Missouri statutes on regulation of conflict of interest and <br /> lobbying, each political subdivision in Missouri with an annual operating budget in excess of <br /> one million dollars ($1,000,000) must decide by September 15, every two years, whether to <br /> conform with the complex, detailed personal financial disclosure requirements in Chapter 105 <br /> RSMo, or to adopt its own method of disclosing conflicts of interest pursuant to Section <br /> 105.485.4 RSMo; and <br /> <br /> WHEREAS, the City of University City has an annual operating budget in excess of one <br /> million dollars ($1,000,000) and it is desirable to comply with State law by adoption of the <br /> following ordinance. <br /> <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Declaration of Policy. The proper operation of municipal government <br /> requires that public officials and employees be independent, impartial and responsible to the <br /> people; that government decisions and policy be made in the proper channels of the <br /> governmental structure; that public office not be used for personal gain; and that the public <br /> have confidence in the integrity of its government. In recognition of these goals, there is hereby <br /> established a procedure for disclosure by certain officials and employees of private financial or <br /> other interests in matters affecting the City. <br /> <br /> Section 2. Conflicts of Interest. The Mayor or any member of the City Council who has <br /> a substantial personal or private interest as defined by Sections 105.450 (10, 11) and <br /> 105.461.1 RSMo, in any measure, bill, order or ordinance proposed or pending before the City <br /> Council, shall within 24 hours, before he or she passes on the measure, bill, order or <br /> ordinance, file a written report of the nature of the interest with the City Clerk and such <br /> statement shall be recorded in the record of proceedings of the City Council. <br />
