It is unlawful for any person not having a parking permit issued pursuant to this chapter to park a vehicle in any parking space without there having been deposited in the parking meter the money to pay the fee imposed by this chapter. If the timing device shows that the time for which E the fee is paid has expired, and if a vehicle is parked in a parking space adjacent to such meter, then this shall be prima facie evidence that the fee required by this chapter for the privilege of parking such a vehicle in such space has not been deposited in the parking meter, unless, however, the vehicle has a parking permit issued under this chapter. E Parking meters shall be adjusted so as to show legal parking during the period for which payment has been made, as provided in this chapter, and to show when the period expires for which payment has been made, and the parking thereafter in such parking space is illegal; provided, however, that nothing in this section shall apply to a vehicle holding a parking permit { issued under this chapter. Section 2. This ordinance shall not be construed so as to relieve any person, firm or corporation from any penalty heretofore incurred by the violation of Chapter 10.48, Section 10.48, nor bar the prosecution for any such violation. Section 3. Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof, be subject to the penalty provided in Chapter 1.12, section 1.12.010 of the University City Municipal Code. Section 4. This ordinance shall take effect and be in force from and after its passage as provided by law.
