INTRODUCED BY: Mr. Kraft DATE: June 7, 2010 <br /> BILL NO.: 9077 ORDINANCE NO.: 6818 <br /> AN ORDINANCE AMENDING CHAPTER 2.58 OF THE UNIVERSITY <br /> CITY MUNICIPAL CODE, RELATING TO CONTRACTS, BY <br /> REPEALING SECTION 2.58.020 THEREOF, RELATING TO <br /> PERSONNEL REQUIREMENTS WITH RESPECT TO EMPLOYEES <br /> AND OWNERS, AND ENACTING IN LIEU THEREOF A NEW SECTION <br /> TO BE KNOWN AS SECTION 2.58.020 PERSONNEL REQUIREMENTS <br /> WITH RESPECT TO EMPLOYEES AND OWNERS AND, THEREBY <br /> AMENDING SAID SECTION SO AS TO INCREASE THE AMOUNT OF <br /> CONTRACTS SUBJECT TO CERTAIN PERSONNEL REQUIREMENTS F' <br /> FROM OVER $1,000 TO OVER$2,000; CONTAINING A SAVINGS <br /> CLAUSE AND PROVIDING A PENALTY. <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br /> MISSOURI, AS FOLLOWS: <br /> Section 1. Chapter 2.58 of the University City Municipal Code, relating to contracts, is <br /> hereby amended by repealing Section 2.58.020 thereof, relating to personnel requirements with <br /> respect to employees and owners, and enacting in lieu thereof a new section to be known as <br /> Section 2.58.020 Personnel requirements with respect to employees and owners and, thereby <br /> amending said Section so as to increase the amount of contracts subject to certain personnel <br /> requirements from over $1,000 to over $2,000; so that said section, as so amended, shall read as <br /> follows: <br /> 2.58.020 Personnel requirements with respect to employees and owners. <br /> A. As many as possible of the city contracts over two thousand dollars ($2,000.00) shall be <br /> entered into with the following: <br /> 1. Individuals generally classified as members of minorities and/or female; and <br /> 2. Firms consisting of individuals generally classified as members of minorities <br /> and/or female; and <br /> 3. Corporations, the stock of which is owned by the individuals generally classified as <br /> members of minorities and/or females. <br /> B. The city manager shall take all reasonable steps to achieve compliance with this section; <br /> which steps shall include, but are not limited by the following: <br /> 1. Regularly and periodically place ads in the media, which are aimed at the minorities, <br /> to solicit those minorities to bid on city contracts and to place themselves on the city's bid <br /> list; <br /> 2. When publishing bid notices the city at all times also publish in a minority newspaper; <br /> and <br /> 3. Utilize all available directories of minority and female firms. <br />
