<br /> <br /> <br /> <br /> <br /> <br /> INTRODUCED BY: Mr. Price DATE: June 14, 2010 <br /> <br /> BILL NO.: 9079 ORDINANCE NOA820 <br /> <br /> AN ORDINANCE AMENDING CHAPTER 9.20 OF THE UNIVERSITY <br /> CITY MUNICIPAL CODE, RELATING TO OFFENSES BY OR AGAINST <br /> MINORS, BY REPEALING SECTION 9.20.020 THEREOF, RELATING <br /> TO CURFEW, AND ENACTING IN LIEU THEREOF A NEW SECTION TO <br /> BE KNOWN AS "SECTION 9.20.020 CURFEW"; THEREBY AMENDING <br /> SECTION 9.20.020 SO AS TO CHANGE THE CURFEW TIME WITHIN A <br /> CORE COMMERCIAL DISTRICT TO BETWEEN THE HOURS OF NINE <br /> P.M. AND SIX A.M. ON ALL DAYS; CONTAINING EMERGENCY AND <br /> SAVINGS CLAUSES AND PROVIDING PENALTY. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY <br /> CITY, MISSOURI, AS FOLLOWS: <br /> Section 1. Chapter 9.20 of the University City Municipal Code, relating to <br /> offenses by or against minors, is hereby amended by repealing Section 9.20.020 thereof, <br /> relating to curfew, and enacting in lieu thereof a new section to be known as "Section <br /> 9.20.020 Curfew", so that said section, as so amended, shall read as follows: <br /> <br /> 9.20.020 Curfew. <br /> <br /> A. Purpose. The purpose of this section is to: <br /> <br /> 1. Promote the general welfare and protect the general public through the reduction of <br /> juvenile violence and crime within the City; <br /> 2. Promote the safety and well-being of the City's youngest citizens, persons under the <br /> age of 17 years whose inexperience renders them particularly vulnerable to becoming <br /> participants in unlawful activities, particularly unlawful drug activities, and to being <br /> victimized by older perpetrators of crime; and <br /> 3. Foster and strengthen parental responsibility for children. <br /> <br /> B. Definitions. As used in this section: <br /> <br /> 1. "Core Commercial District" means a "CC" zoning district established in the University <br /> City Zoning Code and graphically illustrated on the official zoning map entitled "Official <br /> Zoning Map of the City of University City, Missouri", and all abutting right-of-way or <br /> easement for a street, alley, pedestrian way, utilities or storm drainage. <br /> 2. "Curfew hours" means from 10:00 p.m. on any day until 6:00 a.m. on the following <br /> day; except that within a Core Commercial District "curfew hours" means 9:00 p.m. on <br /> any day until 6:00 a.m. on the following day. <br /> 3. "Emergency" means an unforeseen combination of circumstances or the resulting state <br /> that calls for immediate action. The term "emergency" includes, but is not limited to, a <br />
