The department of community development shall have the responsibility to research, prepare <br /> studies and advise the city manager on all matters affecting the physical development of the city; <br /> to formulate and recommend to the city manager comprehensive plans for community <br /> development and modifications thereof, including the elements of land use, community facilities <br /> and transportation; to encourage the location and development in the city of appropriate new <br /> business, commerce, industry and other developments; to administer recreational activities of the <br /> city; to advise the city plan commission, board of adjustment, board of appeals, land clearance <br /> for redevelopment authority, industrial development authority, tax increment financing <br /> commission and park commission in all matters within their respective areas of concern and to <br /> provide all necessary staff assistance. The department shall also have the responsibility for the <br /> administration of codes and ordinances of the city pertaining to environmental control and shall <br /> issue permits and licenses, and perform inspections required by such codes and ordinances and <br /> a such other inspectional duties as may be assigned by the city manager. The department shall <br /> review and make recommendations regarding proposed council action relating to land use and <br /> development regulations, urban renewal, environmental control codes, the implementation of a <br /> comprehensive plan or related matters. The department shall perform such other duties, not <br /> inconsistent with the Charter, as required by ordinance or as directed by the city manager. <br /> 2.18.040 Building commissioner. <br /> There shall be a building commissioner who shall perform such duties as may be required of him <br /> or her. The building commissioner may designate one or more deputy building commissioners <br /> who shall exercise such powers and shall perform such duties as are prescribed by the building <br /> commissioner. <br /> 2.18.050 References to former department of planning. <br /> References to the department of planning or its director in this code or in any regulation or rule <br /> adopted pursuant thereto shall mean the department of community development or its director. <br /> CHAPTER 2.35 PARK COMMISSION <br /> 2.35.010 Established. <br /> There is established a park commission. <br /> 2.35.020 Park commission-Number, appointment, qualifications, term, compensation <br /> and removal of members,vacancies. <br /> The park commission shall consist of seven members who shall be appointed by the council and <br /> who shall have been residents of the city for at least two years immediately prior to their <br /> appointment. Such members shall be appointed for terms of three years, except that of those first <br /> appointed, three shall be appointed for terms of two years each and three for terms of one year <br /> each. Thereafter, on or before the first meeting in January of each year, the council shall make <br /> appointments to fill the terms expiring at that time. The members of the park commission shall 1 <br /> receive no compensation for their services as such. The council may remove any member of the <br /> 6 <br /> E <br />
