INTRODUCED BY: Mr. Crow DATE: August 22, 2011 <br /> BILL NO.: 9131 ORDINANCE NO.: 6866 <br /> AN ORDINANCE DECLARING THE 6600 BLOCK OF BARTMER AND CREST <br /> AVENUES REDEVELOPMENT AREA BLIGHTED UNDER THE LAND <br /> CLEARANCE FOR REDEVELOPMENT AUTHORITY LAW; APPROVING A <br /> REDEVELOPMENT PLAN FOR THE AREA; AND FINDING THAT THE <br /> REDEVELOPER IS QUALIFIED FOR TAX ABATEMENT. <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br /> MISSOURI, AS FOLLOWS: <br /> r WHEREAS, the City of University City ("City") acquired five vacant parcels in the <br /> City's northeast quadrant located in the 6600 Block of Bartmer and Crest Avenues from the St. <br /> Louis County Trustee in February 2008; and <br /> WHEREAS, conditions exist which endanger life or property by fire or other causes and <br /> constitute an economic or social liability or a menace to the public health, safety, morals or <br /> welfare in the present condition and use of the 6600 Block of Bartmer and Crest Avenues; and <br /> WHEREAS, such conditions are beyond remedy and control solely by regulatory process <br /> in the exercise of the police power and cannot be dealt with effectively by ordinary private <br /> enterprise without the aids provided in the Land Clearance for Redevelopment Authority Law <br /> contained in Sections 99.300 to 99.600 RSMo. ("LCRA Law"); and <br /> WHEREAS, there is a need for the Land Clearance for Redevelopment Authority of <br /> University City ("LCRA"), a public body corporate and politic created under Missouri law, to <br /> undertake the development of the above described parcels as a land clearance project under the <br /> LCRA Law, pursuant to plans by or presented to the LCRA under Section 99.430.1(4) RSMo.; <br /> s and <br /> WHEREAS, the City established a partnership with Habitat for Humanity St. Louis <br /> ("HFHSL") for the development of the five vacant lots into five single-family homes on January <br /> 24, 2011; and <br /> WHEREAS, HFHSL has prepared a blighting analysis (the "Blighting Analysis") for the <br /> 6600 Block of Bartmer and Crest Avenues Redevelopment Area (the "Area") dated April 18, <br /> 2011, and a Redevelopment Plan("Plan") for the Area dated May 26, 2011 and presented both to <br /> the LCRA on June 30, 2011; and <br /> WHEREAS, a general plan has been prepared and is recognized and used as a guide for <br /> the general development of the City, known as the 2005 Comprehensive Plan Update (the <br /> "Comprehensive Plan"); and <br /> r <br /> k <br /> B <br />
