Section 10.40.030 of the University City Municipal Code is hereby amended by <br /> including the 500 block of Kingsland Avenue, west side only (from Kingsbury Avenue north to the <br /> alley south of Washington Avenue) in the City's residential parking permit plan, which such <br /> j amendment shall be effected exclusively by revising the schedule included in Subsection <br /> 10.40.030.M, to read as follows (addition e' mphasi'zed): ' <br /> 10.40.030 - Residential parking permit plan. <br /> M. This ordinance shall not be construed so as to relieve any person, firm or corporation <br /> from any penalty heretofore incurred by the violation of Chapter 10.40, Section 10.40.030, nor bar <br /> the prosecution for any such violation. <br /> Section 3.
