The Commission may find substantial conformance in the case of deviations that <br /> are necessary: <br /> 1 � <br /> To fulfill the development concept in the adopting ordinance establishing the <br /> "PDD", including the adopted"JDO"Planned Development Petition; and <br /> Because of site conditions that could not have reasonably been discovered earlier. <br /> If the motion passes, then the Petition for Final Development Review, <br /> incorporating any modifications adopted by the Plan Commission, shall be designated an <br /> Approved Petition for Final Development Review.
