106.6.3 Fee refunds. The code official is authorized to establish a refund policy. <br /> 106.90 Qualifications of contractors and workers. The code official shall not be required to <br /> issue a permit unless the contractor and workers are qualified to carry out the proposed work in <br /> accordance with the requirements of this code. Refusal or inability to comply with code <br /> requirements on other work shall be considered as evidence of lack of such qualifications. <br /> (SECTION 107 INSPECTIONS AND TESTING) <br /> 107.1.2.90 Third-party inspections. All third-party inspections shall be in accordance ccordance with the <br /> Building Code of University City. <br /> 107.90 Extra inspections. In addition to the inspections normally provided, the code official <br /> shall require that additional inspections or re-inspections be conducted due to noncompliance <br /> with code requirements or due to work which is not ready for inspection or not accessible for <br /> inspection at the time of a scheduled inspection. Fees for such additional inspections shall be <br /> assessed and paid prior to scheduling the next inspection. <br /> (SECTION 108 VIOLATIONS) <br /> 108.4 Violation penalties. Persons who shall violate a provision of this code or shall fail to <br /> comply with any of the requirements thereof or who shall erect, install, alter or repair mechanical <br /> work in violation of the approved construction documents or directive of the code official, or of a i <br /> permit or certificate issued under the provision of this code, shall be guilty of an ordinance <br /> violation, punishable as provided in Section 1.12.010 of the University City Municipal Code. <br /> Each day that a violation continues after due notice has been served shall be deemed a <br /> separate offense. <br /> 108.5 Stop work orders. Upon notice from the code official that work is being done contrary to <br /> the provisions of this code or in a dangerous or unsafe manner, such work shall immediately <br /> cease. Such notice shall be in writing and shall be given to the owner of the property, or to the <br /> owner's agent, or to the person doing the work. The notice shall state the conditions under <br /> which work is authorized to resume. Where an emergency exists, the code official shall not be <br /> required to give a written notice prior to stopping the work. Any <br /> person who shall continue any <br /> work on the system after having been served with a stop work order, except such work as that <br /> person is directed to perform to remove a violation or unsafe condition, shall be guilty of an <br /> ordinance violation, punishable as provided in Section 1.12.010 of the University City Municipal <br /> Code. ;. <br /> (SECTION 109 MEANS OF APPEAL) <br /> 109.1 Application for appeal. University City Building Code Section 113 shall be applicable for <br /> all appeals involving this code. <br /> 109.2 Membership of board. Delete in its entirety <br /> 109.2.1 Qualifications.
