INTRODUCED BY Mr. Glickert DATE: September 23, 2013 <br /> BILL NO 9202 ORDINANCE NO 6934 <br /> AN ORDINANCE REPEALING CHAPTER 2.66 "PLANNING AND <br /> DEVELOPMENT FEES" OF TITLE 2 OF THE MUNICIPAL CODE OF THE <br /> CITY OF UNIVERSITY CITY, MISSOURI AND ENACTING AND ADOPTING IN <br /> LIEU THEREOF A NEW CHAPTER 2.66 "COMMUNITY DEVELOPMENT <br /> FEES" OF TITLE 2 OF THE MUNICIPAL CODE OF THE CITY OF <br /> UNIVERSITY CITY. <br /> WHEREAS, the fees charged by the City of University City (the "City") for <br /> various planning and development services, including but not limited to the <br /> receipt and processing of development and other permit applications, the review <br /> and inspection of work being performed, and the closing out of finished work, as <br /> found in Chapter 2.66, "Planning and Development Fees", has not been updated <br /> in several years; and <br /> WHEREAS, the fees relating to: Construction Cost Estimates; Building <br /> Permit Fees; Mechanical Permit Fees; Plumbing Permit Fees; and Electrical <br /> Work Fees have been removed from Chapter 2.66 as best suited to be included <br /> in their respective Construction and Property Maintenance Sections of the <br /> Municipal Code; and <br /> WHEREAS, the Department of Community Development has requested <br /> that City Council amend Chapter 2.66 to (a) reflect the consolidation of germane <br /> City Departments under the Department of Community Development, (b) <br /> reclassify, consolidate, add, and subtract certain fee categories to make those <br /> categories more responsive to the services performed by the Department of <br /> Community Development, (c) adjust fees in accord with the changes to the new <br /> fee structures, whether by increasing, decreasing, or eliminating germane fees, <br /> (d) impose new fees for those new fee categories created by this Ordinance; and <br /> (e) authorize the acceptance of credit cards for payment of the new Community <br /> Development Fees, and impose a convenience fee for processing such credit <br /> card charges, all as provided herein; and <br /> WHEREAS, the Department of Community Development has reviewed <br /> the proposed new fee structure and has represented to the Council that the fees <br /> imposed by this Ordinance are intended to recoup the City's costs for the <br /> provision of these services, and that the fees provided for herein are reasonable, <br /> 1 <br />
