From and after May 23, 2011, initially payable May 27, 2011, City <br /> employees in the unclassified service of the City, except as otherwise noted, shall receive as full <br /> compensation for their services the amounts hereinafter set forth, or where a grade in salary is <br /> specified, such amounts as may be fixed by the City Manager within the specified grade.
