CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Lisa Hummel, 7575 Stanford Avenue, University City, MO <br />Ms. Hummel spoke on Councilmember Jennings inappropriate remarks on Facebook. Ms. <br />Hummel also spoke on City Manger’s interview with Channel Four news’ reporter. <br /> <br />Mayor Welsch asked Ms. Hummel to refrain from engaging in verbal attacks on members of <br />Council or staff. <br /> <br />Mayor Welsch informed Ms. Hummel that she had exceeded her time limit for public comments. <br />(Ms. Hummel disregarded the warning and continued speaking.) <br /> <br />Mayor Welsch announced that any speaker who does not follow the prescribed time limit will not <br /> <br />be called to the podium again. <br /> <br />Bobette Patton, 7901 Glenside Place, University City, MO <br />th <br />Ms. Patton stated that she was impacted by another flood on September 9 and decided to call <br />911. She stated that while she appreciated the consideration shown by Ms. Carr and Mr. <br />Walker, it took the City two and a half hours to respond to her call. She stated that whatever <br />plan the City has in place to check on its citizens was inadequate. <br /> <br />Joseph Adams, 924 Wild Cherry Lane, University City, MO <br />th <br />Mr. Adams introduced himself as the candidate running for State Representative for the 86 <br />District. He noted he would be available to the citizens and elected officials of this City to help in <br />any way. Mr. Adams provided his home office number (314) 862-7877, and stated that he <br />would make his Jefferson City number available, once it has been assigned. <br /> <br />Sonya Pointer, 8039 Canton Avenue, University City, MO <br />Ms. Pointer stated that the passage of Resolution 2014-38 was an important first step towards <br />getting people to trust local government. She stated that along with her request for a warrant- <br />free zone, she had also suggested body cameras for police officers, a civilian review board and <br />the implementation of outreach practices with underrepresented groups within the City. Ms. <br />Pointer is glad that the police department reflected the demographics of this City but the point <br />she was making had nothing to do with diversity because there are good and bad police officers <br />in every race. She noted there is a need to put policies in place that demonstrate transparency <br />and accountability. <br /> <br />I. PUBLIC HEARINGS <br /> <br /> <br />J. <br />CONSENT AGENDA <br /> <br />K. <br />CITY MANAGER’S REPORT <br /> <br />1. <br />Approval for the City Manager to sign contract with Lochmueller Group, chosen from staff’s <br />pre-qualified consultant list. The contract provides a maximum compensation of $27,100.00 <br />for the design of curb ramps on nine City streets. <br /> <br />Mr. Sharpe moved to approve, was seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />2. <br />Approval of award for the Lewis Park – Phase 1 Improvements Project to Tramar <br />Contracting, Inc. in the amount of $316,727.33. The Municipal Park Grant Commission <br />share will be $202,090.95 and the City share will be $114,636.38. <br /> <br />Mr. Glickert moved to approve and was seconded by Mr. Jennings. <br /> <br />2 <br /> <br /> <br />
