Mr. Kraft said Council should have a clear understanding of exactly what an alternative <br />provider would be willing to offer the City and then decide whether those services are <br />acceptable, rather than trying to guess what might or might not happen. <br /> <br />Mr. Crow disagreed stating that these questions were not premature, as it is Council’s <br /> <br />responsibility to its citizens and the integrity of this institution, and needed to be addressed. <br /> <br />Dr. Carr stated that these questions needed to be asked now to ensure that her constituents <br />had an opportunity to know why certain options are being considered and to express what <br />services they would like to have. <br /> <br />P. <br />COUNCIL COMMENTS <br />Dr. Carr asked Mr. Walker if he would provide Council with an update on the status of the UCHS <br />Alumni Association picnic. <br /> She then thanked Mr. Walker, Mr. Wilson and Ms. Fuhler for their collaborations related to <br />the feasibility of dry flood proofing and stated that she had been in contact with someone <br />regarding the use of flood gardens. All of these short-term solutions will be presented during a <br />town hall meeting while the City continues to seek long-term solutions from the federal <br />government. <br /> <br />Mr. Crow addressed the comments made on Facebook by Councilmember Jennings as being <br />inappropriate. He stated that members of this Council or staff need to understand that they have <br />an obligation to conduct themselves in a professional manner inside and outside of this <br />chamber. Mr. Crow asked that his detailed comments be attached to the minutes. <br /> <br />Mayor Welsch wished Councilmember Sharpe a happy belated birthday, and made the following <br />announcements: <br /> <br /> All Saints Church, located at the corner of Clemens and Westgate, will hold a special <br />Mass for firefighters at 10 a.m. this Sunday. Refreshments will be served. <br /> <br /> Health Protection and Education Services will conduct free health screenings at the <br />library this Saturday from 9 to 10:30 a.m. <br />nd <br /> <br /> The Women in Charge Benefit will be held this Saturday at their 82 Street location. <br />Questions about the event can be addressed to Ms. Carol Wofsey. <br /> <br /> The River Des Peres clean-up will be held this Saturday in Heman Park. <br />th <br /> <br /> Make a Difference Day will be on Saturday, October 25. The kick-off will take place at <br />8:30 a.m. the morning at Centennial Commons. <br />thth <br /> <br /> A gala celebrating the library’s 75 Anniversary will be held on October 25. <br /> <br /> The first meeting of the Mayor’s Citizen’s Volunteer Corps will be held at the Heman Park <br />th <br />Community Center on October 29 at 6:30 p.m. <br /> <br />Q. <br />ROLL CALL VOTE TO GO INTO A CLOSED SESSION according to RSMo 910.021 Legal <br />(1), legal actions, causes of action or litigation involving a public governmental body and <br />any confidential or privileged communications between a public governmental body or its <br />representatives and its attorneys <br /> <br />Mr. Glickert moved to go into executive session, was seconded by Dr. Carr. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe, Mr. Crow, Dr. Carr and Mayor Welsch. <br />NAYS: <br /> None. <br /> <br />R. <br />ADJOURNMENT <br />Mayor Welsch closed the regular City Council meeting at 8:20 p.m. to go into a Closed Session <br />on the second floor.
