Bill number 8496 passed unanimously and <br />became Ordinance number 6273. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />1. A bill was introduced by Ms. Colquirt, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.44 OF THE MUNICIPAL CODE, <br />RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS, BY <br />REPEALING SECTION 10.44.010, RELATING TO PARKING PROHIBITED ON <br />CERTAIN STREETS AT ALL TIMES, AND ENACTING A NEW SECTION TO BE <br />KNOWN AS 'SECTION 10.44.010 PARKING PROHIBITED ON CERTAIN <br />STREETS AT ALL TIMES," THEREBY AMENDING THE SECTION TO <br />PROHIBIT PARKING AT ALL TIMES ON JACKSON AVENUE AT CERTAIN <br />LOCATIONS BETWEEN BALSON CIRCLE AND DARTMOUTH AVENUE, <br />CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its first reading and assigned bill number 8497. <br /> <br />LEGISLATION ORDERED: <br /> <br />Mr. Lieberman stated that the current University City Code stated that refuse <br />cannot be placed, accumulated or scattered in the streets. The problem with this <br />is that the City forces has interpreted this to mean that you can't put leaves in the <br />street. You cannot put leaves in the street before the week they are supposed to <br />be picked up. This is totally unreasonable to him, because of the myriad of <br />reasons that people would be raking leaves in the street at any other time; i.e. <br />being weather, senior citizens who can only work on nice days, gardening services <br />that need the leaves removed to fertilize, etc. If you go down Pershing, Waterman <br />or Kingsbury you will see leaves piled up in the streets, because people are trying <br />to keep their lawns cleaned. He would like to see an ordinance prepared that <br />would separate leaves from the term refuse, so that citizens cannot be penalized <br />for raking leaves into the street. He honestly believes that if people are diligent <br />and keep the leaves out of the driving lanes of the street itself then there should <br />be no reason why they can't go ahead and put the leaves right into the street at <br />the curb. <br /> <br />Mr. Wagner stated that he believes that this would be a good idea.
