PROCLAMATIONS – <br />Proclamation for Go the Extra Mile Day; November 1, 2014. <br />Members of the community are urged to take time out on this day to acknowledge citizens of this <br />community for their inspirational efforts, volunteerism and service to make their organizations, family, <br />community, country and world a better place. <br /> <br />E. APPROVAL OF MINUTES <br />October 13, 2014, City Council Regular Session were moved for approval by Mr. Kraft and was seconded <br />by Mr. Jennings. <br /> <br />Dr. Carr stated that the statement of Lisa Hummel had been restrictively edited in the minutes and that <br />she had asked Ms. Pumm to attach Ms. Hummel’s written statement to the minutes. She stated that Ms. <br />Pumm said Ms. Hummel did not request that her statement be attached to the minutes at the meeting <br />and to add the comments to the minutes would be a Council decision. <br /> <br />Mayor Welsch clarified that written statements are attached to the minutes when residents make a <br />request upon the completion of their comments at the meeting where the comments are made. She then <br />asked Ms. Carr if she was making a motion requesting that Council attach the statement in spite of the <br />fact that the request had not been made at the time Ms. Hummel gave her oral comments. Dr. Carr <br />moved to have the statement of Lisa Hummel attached to the minutes and was seconded by Mr. Crow. <br /> <br />Mr. Kraft stated that accuracy and veracity come into play when someone other than the author makes <br />such a request. He stated that if Ms. Hummel’s written statement was attached to tonight’s minutes. <br />Then Ms. Carr would then take responsibility for Ms. Hummel’s statement. <br /> <br />Mr. Glickert concurred with Mr. Kraft’s suggestion. <br /> <br />Dr. Carr stated it was important to have Ms. Hummel’s statement attached to the minutes of the meeting <br />in which she made the oral statement. <br /> <br />Mayor Welsch asked Ms. Hummel if she would come up to the podium and make a formal request to <br />have her written statement attached to the minutes. <br /> <br />th <br />Ms. Hummel requested that her written statement be attached to the October 13 minutes. <br /> <br />Mayor Welsch reminded everyone in the audience that requests to have written comments attached to <br />the minutes should be made during the meeting in which the comments are made. <br /> <br />th <br />Voice vote on Dr. Carr’s motion to attach Ms. Hummel’s written statement to the October 13 minutes <br />carried unanimously. <br /> <br />Mr. Crow stated that he had not received a reply to his request to get a copy of the City’s response to the <br />comments made by resident Carolyn Stevens, the questions involving public safety or his questions <br />posed at the Study Session related to the outsourcing of EMS services. He then asked that answers be <br />provided for each of these items prior to the next meeting or that he be provided with a time line advising <br />him of when he could expect to receive a response. <br /> <br />Dr. Carr noted that she also had not received answers to any of the questions she had posed to Mr. <br />Walker. <br /> <br />City Manager, Lehman Walker stated that, as he has previously indicated, staff is still in the very early <br />stages of examining the EMS proposals, so it is likely going to be another month before staff is in a <br />position to respond to these questions. <br /> <br />Mr. Crow noted that his questions all involved numbers generated by and provided to Council and the <br />public by City staff, and were not related to the EMS proposals. <br />2 <br /> <br /> <br />
