Session 1797
November 13, 2000

of problems. Most property owners place verbiage that says that the property will be
returned to its original condition should the company vacate the tower.

Mr. Munkel commented that this project was well received at the Plan Commission. He
reminded Council that the school already has a 75' pole out front that seems much less
stable than this one. There will be no RF leakage from the pole either.

Responding to Mr. Sharpe, Mr. Newton stated that they would perform maintenance on
the tower initially on a bi-monthly basis for six months.

The motion carried unanimously.

Mr. Schoomer noted that it was too late to amend the motion to add a requirement for a
performance bond, but he thinks they should be looked into and added to future
contracts.

CITIZEN COMMENTS:

Mr. Joseph Corrigan, 569 Mapleview Dr., wished to address the Council about leaf
collection. The area in which he lives has received one collection so far this year, with
two remaining. He has a very large yard and it takes him two to three weeks to rake all
his leaves and get them to curb. He received a warning that he could either bag his
leaves or leave them on the grass, not to leave them in the street. The neighborhood
association would like to ask for three weeks time to rake leaves to the curb, before
each collection. The warning said that the leaves should be there the weekend before
the collection. Mr. Wagner had told him that there were concerns of leaves getting into
the sewers and other safety problems.

Mr. Wagner suggested to Mr. Corrigan that he leave a one foot channel between the
leaves and the curb, so that water can get to the sewer.

CITY CLERK'S DOCKET:

SECOND AND THIRD READINGS:

BILL NO. 8497 - AMENDING CHAPTER 10.44 OF THE MUNICIPAL CODE,
RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS, BY
REPEALING SECTION 10.44.010, RELATING TO PARKING PROHIBITED ON
CERTAIN STREETS AT ALL TIMES, AND ENACTING A NEW SECTION TO BE
KNOWN AS 'SECTION 10.44.010 PARKING PROHIBITED ON CERTAIN
STREETS AT ALL TIMES," THEREBY AMENDING THE SECTION TO
PROHIBIT PARKING AT ALL TIMES ON JACKSON AVENUE AT CERTAIN
