Session 1799
December 18, 2000

VARIOUS OFFICIALS, DEPARTMENTS, BOARDS AND AGENCIES OF THE
CITY TO COOPERATE AND TO EXERCISE THEIR RESPECTIVE POWERS IN
A MANNER CONSISTENT WITH THE PLAN.

The bill was given its first reading and assigned number 8508.

BACK TO AGENDA ITEM #5: CONDITIONAL USE PERMIT - 2 MCKNIGHT PLACE -
8654 BARBY:

Mr. Munkel stated he would like staff to study the current lighting situation at the
Extended Care Facility. The lighting does seem very bright as denoted in the pictures
Ms. Reiling passed out. The issue of emergency vehicles lights flashing for an
extended period of time did come up at the Plan Commission meeting. An hour and a
half seems to be an excessive time for a light display. Mayor Adams said he would
rather the vehicles be flashing so nobody runs into our very expensive emergency
vehicles. Mr. Munkel agrees, but the issue is that once they get to the nursing home
they do not need to keep their lights on for an hour and a half whicln he believes is
unreasonable. He is not sure whether this can be controlled, but he knows it would
bother him.

Mr. Schoomer moved approval with conditions. Mr. Sharpe seconded the motion,
which carried unanimously.

DIRECTION ON SHIELDED LIGHTING LEGISLATION:

Mr. Schoomer directed that the City Manager look into the necessary changes in the
zoning code to cover brightness and direction of light. As he recalls, all the City can do
now is to request that it be shielded. He would like to see if there are any other options
available to control ambient light. Mr. Ollendorff said he will check with other
communities to see how this is being handled elsewhere.

EXECUTIVE SESSION:

Mr. Wagner moved to go into executive session dealing with real estate and legal
matters per RSMo 610.021 (1 & 2). Mr. Schoomer seconded the rnotion. The meeting
will be at 8:45 p.m. in the second floor conference room of City Hall. The roll call vote
was as follows: AYES: Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr'. Schoomer, Mr.
Sharpe and Mayor Adams. NAYS: none.

12
