<br />Board of Adjustment <br />October 20, 2014 Meeting Minutes <br />(approved 12-15-2014) <br />A Board of Adjustment meeting was held on Monday October 20, 2014 at the Heman Park Community <br />Center located at 975 Pennsylvania Ave., University City, Missouri. The meeting commenced at 6:40 pm. <br />1. Approval of Minutes <br />The minutes from the August 18, 2014 Board of Adjustment meeting were approved. Mr. Jennings noted <br />that he was present at the August 18, 2014 meeting and for it to be reflected in the minutes. <br />3. Case # 14-11322 8225-8227 Olive Boulevard <br />Bill Chilton, on behalf of TCT Properties (property owner), requested a variance to allow six (6) parking <br />spaces for a proposed restaurant in lieu of fourteen (14) spaces required per Zoning Code Section <br />400.2140 at 8225-8227 Olive Boulevard in the GC General Commercial District. <br />The applicant explained the proposal and noted that options to expand on-site parking were explored but <br />were not possible. Fifteen (15) parking spaces were currently on the property, but nine (9) of them were <br />required parking for the other tenants in the building. The applicant also explained that the two other <br />businesses in the building were only open for business during the daytime which could allow for the <br />entire lot to be available during dinner service. The applicant and Board members also discussed options <br />to lease parking spaces from nearby property owners, but the applicant stated that efforts made toward <br />such agreements were unsuccessful. <br />Board members noted that there was already insufficient parking on the subject property and the proposal <br />could be detrimental to surrounding residential properties due to spillover parking on Grant Drive. It was <br />also noted that business hours of adjacent businesses could change in the future. While it was also stated <br />that the parking situation was already in existence prior to this application, there was concern that any <br />existing parking problems could be made worse if the variance was approved. It was also pointed out that <br />the request would reduce the parking requirements by more than fifty (50) percent. <br />The variance was denied by a vote of three (3) opposed to one (1) in favor. One member abstained. <br />prevented the project from moving <br />forward and that the process took too long because the original building permit was applied for in July. <br />4.
