<br />nd <br />Ms. Paulette Carr 7901 Gannon (Councilmember 2 Ward), stated she was in attendance <br />on behalf of her constituents. She stated the existing house was more fitting for University City <br />and in 1958 the City pushed for something that fit within the neighborhood. The proposal was <br />industrial and would be a radical change. She stated that this was different than other settings <br />for a substation with a school and park nearby and meetings should be held with residents to <br />incorporate their ideas for a more aesthetically fitting substation. <br /> <br />Staff recommended that the application be postponed until the November 18 Plan Commission <br />meeting to allow Ameren UE to obtain more input from surrounding residents. <br /> <br />Mr. Salamon made a motion to postpone the application until the November 18 Plan <br />Commission meeting or until staff reached out beyond the 15 properties that were notified and <br />that Ameren UE would work out the details with the surrounding residents. Plan Commission Work Session VRE Fiber Optics Ventures, LLC Proposed Zoning Map <br />Amendment / Development Plan 711 Kingsland Avenue and 601 Trinity Avenue from PA <br />Public Activity District to PD-R Planned Development Residential District for proposed multi- <br />family residential development <br /> <br />The Chairperson stated that this was a Plan Commission Work Session for a proposed Zoning <br />Map Amendment and Development Plan of 711 Kingsland Avenue and 601 Trinity Avenue, <br />the former Delmar-Harvard School site. The applicant was VRE Fiber Optics Ventures, LLC. <br />Peter Tao with Tao & Lee Associates was present to explain the proposal. The Chairperson <br />stated that the item did not require Plan Commission action and was intended for the applicant <br />to obtain feedback prior to any formal submittal. <br /> <br />Staff explained the process for rezoning to a PD Planned Development District including the <br />pertinent Zoning Code sections and a summary of other organizations and Boards or <br />Commissions that might be involved along the way. A sketch plan meeting with City Staff had <br />already been held for the applicant to obtain feedback. Staff pointed out that the Plan <br />Commission Work Session was not required, but provided a chance for feedback and no vote <br />was required at this time. Future steps would include formal submittal of the petition to Plan <br />Commission followed by City Council consideration and action. <br /> <br />Staff provided an overview of maps and pictures of the site and surrounding area. <br /> <br />Mr. Peter Tao explained the proposed redevelopment project on behalf of the developer. He <br />stated that the proposal was for a multi-family residential development with approximately 220 <br />units that would rejuvenate the abandoned Delmar-Harvard School site and bring more <br />residents closer to The Loop. He explained the proposed layout of buildings and units as well <br />as the proposed parking garage and vehicular access to and from the development. <br /> <br />Questions / Comments and Discussion <br /> <br /> <br />-Plan Commission members asked about the type of units proposed, building height, <br />parking, and traffic.
