NAYS:
Councilmembers Lieberman and Adams. The vote was five to two in favor of postpone-
ment until the requested affidavit is received.

CONSIDERATION OF A SOLICITATION PERMIT FOR UNIVERSITY CITY KNIGHTS OF COLUMBUS

Mr. Adams excused himself from the Council chambers.

The City Manager said the University City Knights of Columbus Post #2233, 7105
Olive Street Road, has filed the proper permit application for permission to have
its voluntary workers solicit funds on October lOth through October i2th, 1980.
Candy will be offered ~or a contribution for the benefit of a mental retardation
program. Solicitations wilt be at retail establishments where permission of the
owners has been received. Mr. Ollendorff recommended approval.

Mrs. Thompson moved approval° Mr. Sabol seconded the motion, which carried unani-
mously.

Mr. Lieberman asked if this solicitation would be during daylight hours, and Mr. O1-
lendorff said it was his understanding that it would be.

Mr. Adams returned to the Council chambers.

AMERICAN LEGION DANCE PERMIT

The City Manager said that American Legion Post #143 has filed an application for a
dance permit for the remainder of the year. All provisions of the City ordinance
have been met and it was recon~ended that the permit be granted. This would author-
ize the post to conduct dances for various groups and organizations at their 7800
Olive Boulevard location°

Mrs. Thompson moved approval, with Mr. Sabol seconding the motion.

It was brought out that the Legion wanted those who rent their facilities to come
before the Council to get approval. Several councilmembers noted that the Legion
is disavowing its responsibility in this matter, since, if granted a license, it
should be responsible for all dances held on its premises.

Mr. Kelley said he felt the Council should not approve this until the Legion under-
stands that it, and not the Council, is responsible for dances held at its facili-
ties, once it has a yearly license. Mr. Kelley suggested postponement until the
next council meeting.

Mrs. Thompson withdrew her motion to approve, and Mr. Sabol withdrew his second.

'~CASA CONSTRUCTION CONTRACT

The City Manager said the 6jty received two proposals for the removal of architec-
tural barriers at CASA, Cgmmunity Development Block Grant funds in the amount of
