Session 1258, Minutes Page 4 <br />September 22, 1980 <br /> <br />need on the part of University City residents for such an establishment, and Mr. <br />Light said a number o£ customers at his father's store (Sam Light Pawnshop) had Uni- <br />versity City,addresses, <br /> <br />Mrs. Thompson said she was very familiar with the Sam Light Pawnshop, since she had <br />worked in the same area some years ago. She said at that time, quite a lot of sto- <br />len goods were pawned there. Mr. Light said since the law now requires pictures to <br />be taken of patrons, there had not been a real problem in this regard. Mrs. Thomp- <br />son said she was not questioning Mr. Light's ability to run a pawnshop, only the <br />establishment of one in that location. <br /> <br />In response to questions f~om Mr, Sabol, Mr, Light said he would be handling mainly <br />jewelry, and also cameras, television sets and typewriters. There would be no guns <br />of any type or other weapons. ~iScussion followed as to how this type of business <br />operates. Mr. Light said his father's store had had no difficulties for which police <br />had to be called. <br /> <br />In response to Mr. Lieherman, Mr. Light said he would be at the store on a fulltime <br />basis. Mr. Lieherman said pawnbro~ing is a rather sensitive type of business, and <br />he had not yet heard any basic justification as to why University City should be <br />chosen for a business such as this. Mr. Light said no marketing studies had been <br />performed, but he felt University City would be a very good place for his pawnshop. <br /> <br />Mr. Kelley asked Mr. Light how large an area he expeeted to draw his customers from. <br />Mr. Light said he felt people would rather come to a central location than go down- <br />town and thought they might come from as far as Chesterfield. Mr. Kelley asked what <br />specific benefit would derive to University City with the establishment of a pawn- <br />shop, and Mr. Light said his services would become available to citizens of Univer- <br />sity City. <br /> <br />Mrs. Thompson asked if Sam Light's pawnshop was getting ready to go out of business, <br />and Mr~ Light said it was not° <br /> <br />Mr. Kelley moved to deny the license on the basis that issuance of the license is not <br />required by the public interest of University City. Mr. Adams seconded the motion, <br />and said he felt the applicant has not shown an expressed need for this type of busi- <br />ness by University City citizens. All voted Aye. <br /> <br />Mr. Kelley said he wished to support his motion by adopting the reasons suggested by <br />the Parkview residents in that establishment of a pawnshop would not be a compatible <br />u~e with the ~rea 'in question and would not b~ consistent with the growth and the <br />land use of that particular area. <br /> <br />CONDOMINIUM CONVERSION ~T 8701 DELMAR BOULEVARD <br /> <br />The City-Manager said the Michelson Realty Company applied to convert two buildings <br />containing 28 dwelling units to condominiums. The application meets City code re- <br />quirements, and the owner has pledged to make all required improvements. Mr. Ollen- <br />dorff said he was recommending several changes in the condominium ordinance, which <br />he asked Council to study. <br /> <br />Mr. Adams said he thought there were quite a few vacant condominiums in University <br />City right now, and wondered why this company was interested in creating new ones. <br /> <br /> <br />
