<br /> <br /> <br /> <br /> <br />Session 1965 <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 11, 2005 <br /> <br />At a Budget Study Session of the City Council of University City held in the Library <br />Auditorium, on Wednesday, May 11, 2005, Mayor Joseph Adams called the meeting to <br />order at 6:30 P.M. In addition to Mayor Adams, the following members of Council were <br />present: <br /> <br /> Ms. Cassandra Colquitt (6:45 p.m.) <br /> Ms. Francine Brungardt <br /> Mr. Robert Wagner <br />Ms. Stefany Brot <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also present was the City Manager, Frank Ollendorff and Director of Finance, Willie <br />Norfleet. <br /> <br />The purpose of this meeting was to continue discussion on the 2005-2006 Budget <br /> <br />20.10 – Police Department <br /> <br />The biggest change on C-29 is reducing the police force by not filling vacancies of three <br />positions. There are currently 82 sworn officers and that is the largest number for <br />several years. To do what citizens expect on a timely basis, this force is required. <br />Federal support for police has diminished greatly and revenue has not increased for <br />inflation. In this budget, three less positions are proposed by not filling vacancies, which <br />leaves the City with the level of police officers from three years ago, due to lack of <br />st <br />resources. Staff will be re-allocated by July 1 accordingly. No officers-on-duty will be <br />lost during the peak activity periods: rush hours and Friday and Saturday evenings. <br />Fewer officers will be on duty during less demanding hours. <br /> <br />Councilmember Brot asked about funds from Washington University and how that would <br />affect this situation, and Mr. Ollendorff responded that he would propose deleting one <br />additional police officer. Mr. Ollendorff advised that several Councilmembers had <br />approached him about this situation and asked that he advise Washington University to <br />continue supporting the Police Department with $60,000, but the City really needs two <br />officers and not just one, and they need to double the amount to $120,000. Ms. Brot <br />asked if there is a summary table to show the work done by the City and Mr. Ollendorff <br />said yes, but it needs updating. Councilmember Brungardt gathered information, too, to <br />help increase the request to Washington University. Ms. Brungardt said information <br /> <br />
