Report of the Infill Review Board University City, Missouri April 27, 2007 CASE: Resubdivision / New Home Applicant: Glenn Henke Proposal : Subdivide two lots into three and construct three single family dwellings Location: 519 and 527 Westview CONCLUSION: The IRB recommends approval of Mr. Henke’s current applications. DETAIL: In accordance with the ordinance (Bill #8851) creating the IRB, the Board met th and held a public hearing on March 26 after receipt of a petition requesting such signed by 15 property owners within 300 feet of the project property with street frontage on the same street and all property owners within 150 feet of the project property The meeting was attended by approximately 30 residents and the applicant (also a resident of the neighborhood). 24 property owners were duly notified of the project within the area described above. Many concerns were expressed and responded to by the applicant. Most were resolved by explanation and some by concession. However, as this was practically the inaugural meeting of the Board (an informational meeting was held th last year, but officers were elected at the start of the March 26 meeting), some issues could not responded to at that meeting because the applicant had not been asked to provide a site plan and a landscape plan inclusive of setback and height information or some indication of the overall look and feel of the project. Because this information was not available, the Board voted to recess the public hearing and then established, with input from the Director of Community Development, a list of documents and drawings to be submitted in this and all future such hearings. th The Board reconvened the public hearing on April 17 after receipt of the requested documentation and notification of all involved (each received copies of the documentation requested in advance). This meeting was attended by just 3 property owners.
