<br /> <br /> <br />University City Comprehensive Plan Update <br />PLANNING TO PLAN <br /> <br /> <br />Assumptions <br /> <br />1.The plan is to be an update, which builds upon previous efforts. We will not start from <br /> <br />scratch. Why? University City is completely built out, with no opportunity for physical <br />growth. Therefore, physical change will occur in the form of redevelopment. We can <br />add new plan elements and strengthen others. <br />2.The plan will be prepared in-house by University City staff under the guidance of the <br /> <br />Plan Commission. Under the Charter, the Plan Commission has the authority to prepare <br />and submit to the Council a master plan while the Department of Planning has the <br />responsibility to formulate and recommend a comprehensive plan to the City Manager. <br />3.There is no budget for the plan preparation. <br /> <br /> <br /> <br />Project initiation and Organization <br /> <br />FIRST Identify plan objectives – what is the intended use of the plan; who is the <br /> intended audience? <br />Who: City Council, City Administration, Plan Commission, Staff <br />How: Joint Study Meeting, Plan Commission meetings <br /> <br />THEN Identify public involvement – high, moderate, low level of involvement; what <br /> methods of involvement should be utilized – Citizen Advisory Committee, survey, <br /> public meetings, visioning sessions, charrette, etc. <br />Who: City Council, City Administration, Plan Commission, Staff <br />How: Joint Study Meeting, Plan Commission meetings <br /> <br /> THEN Identify Work Plan – what is the schedule for plan development; identify major <br /> tasks (review/evaluate 2005 plan, data collection and analysis, identify <br /> focus/major issue areas, goals and objectives development, strategy <br /> development, adoption process, public participation component) <br /> Who: City Administration, Plan Commission, Staff <br />How: Plan Commission meeting <br /> <br />Begin Planning Process <br /> <br /> <br />
