Olive Streetscape Project Phase III – Request to eliminate pedestrian crossing on Olive <br />Boulevard west of Hanley Road <br /> <br />As part of a federally funded project, The City of University City is upgrading sidewalks and ADA <br />facilities on Olive Boulevard within City limits, including the curb ramps at the intersection of Olive Blvd. <br />at Hanley Rd. A proposal was submitted to the City by the Missouri Department of Transportation <br />(MoDOT) Senior Highway Designer, Heather Copeland, to eliminate the west crossing on Olive Blvd. at <br />Hanley Rd. <br /> <br />Lee Cannon, the City’s Traffic Engineer provided a presentation titled “ADA Review Northwest Corner <br />of Hanley at Olive”. In his presentation, Mr. Cannon explained the three (3) proposed designs for the <br />intersection of Olive Boulevard at Hanley Road, and how these alternatives are not completely <br />compliant with the Americans with Disabilities Act (ADA) standards as follows: <br /> <br />A. Horner & Shifrin’s (Engineer of record) design: Does not meet ADA mandates since no level <br />landings are provided. Mr. Cannon explained that if ADA is not met, MoDOT may not allow the <br />City to construct the otherwise approved plan. <br />B. MoDOT’s proposal: MoDOT reviewed the engineer’s design and indicated preference to delete the <br />west crossing. This proposal does not meet ADA mandates since a level landing cannot be <br />constructed at the curb due to the existing grade. <br />C. CBB’s proposal: Does not meet ADA mandates since a level landing cannot be constructed at the <br />curb due to the existing grade, but allows crossing to remain. This is still the best approach because <br />it provides ADA compliance for many components of the design, though not for all. According to <br />Mr. Cannon, a design variance will be required to construct. Design is closer to ADA mandates than <br />other two designs. This proposal also calls for addition of 2 signal pushbuttons, which will need to <br />be coordinated with MoDOT’s existing traffic signal operations at this intersection. <br /> <br />Since keeping the crossing on Olive Boulevard west of Hanley Road is a priority for the City, only <br /> <br /> <br /> <br />
