Staff Overview of the Manual on Uniform Traffic Control Devices (MUTCD) <br /> <br />Mr. Paterson introduced Mr. Lee Cannon from Crawford, Bunte, and Brammeier (CBB) who provided <br />a brief presentation on the traffic engineering field and the need for traffic requests to be evaluated <br />based on the MUTCD and our municipal code to reduce the potential liability to the Traffic <br />Commissioners and the City. <br /> <br />Mr. Cannon explained that his role is to provide support to the Traffic Commission when needed. He <br />will be available, as needed to provide traffic engineering expertise and explain traffic practices <br />based on the MUTCD manual which is a National Standard adopted by the Secretary of <br />Transportation, Federal Highway Administration, Missouri Department of Transportation. The City <br />of University City has adopted the use of the MUTCD in the placement of all traffic control devices on <br />publicly traveled roads in University City. The MUTCD applies to all streets in the City whether they <br />are privately or publicly owned and/or maintained. <br /> <br />Ms. Evelyn Benford stated that in the future, staff will indicate to the Commissioners when the staff <br />recommendations are based on the MUTCD. This information should help the Commissioners in <br />their evaluation of the traffic request. <br /> <br />Mr. Cannon explained when making decisions regarding the removal of rush-hours restrictions on an <br />arterial such as Forsyth that a traffic study is required based on the MUTCD guidelines and traffic <br />engineering practices. Mr. Cannon explained that MoDOT is funding 80% of this Forsyth Traffic and <br />Parking Study through TEAP (Transportation Engineering Assistance Program) funds and that the <br />City will be responsible for 20% of the study’s cost. <br /> <br />Ms. Benford stated that the City does not have a traffic engineer on staff. Therefore, the City uses <br />the TEAP grant program from time-to-time, as needed for traffic or transportation engineering issues. <br /> <br />Minutes – June 10, 2009 Page <br />1 <br /> <br /> <br />
