Request to remove parking restriction on south side of Forsyth Blvd from Big Bend Blvd <br />to Asbury Ave. <br /> <br />Commissioner Brot started the meeting and Ms. Gutierrez explained that CBB will present a final <br />report on the meeting scheduled for September 9, 2009, to provide the Traffic Commissioners with <br />recommendations on whether or not to remove the existing on-street rush hour parking restriction on <br />Forsyth Boulevard between Del-Lin Drive and Big Bend Boulevard during peak hours. Also, CBB <br />will provide a recommendation regarding implementing a resident only parking restriction in this <br />area. <br /> <br />Mr. Degenhart and Mr. Harkey were present with the expectation that Traffic Commission would <br />discuss this issue. It was explained to them that Forsyth parking and traffic discussion was <br />postponed to September 2009 meeting to allow more observations on Forsyth after Washington <br />University begins its fall session and also allow Council members from Ward 1 to consider a <br />comprehensive solution. There is no August Traffic Commission meeting. <br /> <br />2. STOP SIGN Warrants per MUTCD: <br /> <br /> <br />Mr. Lee Cannon from Crawford, Bunte, and Brammeier (CBB) provided a presentation on the Proper <br />Use of Stop Signs. Hand-outs of the presentation were provided to all members present. <br />Mr. Cannon started the presentation explaining how the stop signs are regulated by the Manual of <br />Uniform Traffic Control Devices (MUTCD), the purpose of the stop signs, authority, definition of <br />Traffic Control Device, primary and secondary application, limited visibility, consequences of misuse, <br />and proper use. <br /> <br />There was a discussion about stop signs in private subdivisions and how all requests to install new <br />traffic control devices go through the Traffic Commission to provide a recommendation for Council. <br />The City Council then takes action and, if needed passes an ordinance for the Police to be able to <br />enforce. <br /> <br />Minutes – July 8, 2009 Page <br />1 <br /> <br /> <br />
