Residential Parking Permit Petition for the 200 block of Linden Avenue

Please find attached Residential Parking Permit Petition submitted on June 29, 2012 by Jay Rowan,
resident at 206 Linden Avenue, requesting that a residential parking petition be approved for the
east side of the 200 block of Linden Ave, to allow parking for two (2) hours and restrict parking
between the hours of 8 am and 2 pm, Monday through Friday except by residential permit.

The east side of the 200 block of Linden Ave is located within the City of University City boundary
and the properties located on west side are located in the City of Clayton. The City of Clayton has a
Residential Parking Permit system in place on the west side of Linden Ave, allowing parking for 1
hour, and restricting parking from 8 am to 5 pm, Monday – Friday, except by permit, for Residential
Zone 1.

This petition was presented to the Traffic Commission at their July 11, 2012. Prior to the meeting
UCPD reviewed the petition and recommended that parking restriction be implemented from 8am to
5 pm, and the 2-hour parking be eliminated from the petition. After the July 2012 meeting, the
residents had the opportunity to vote for a preferred option to either amend the petition in line with
the UCPD recommendations, or to keep the restriction as originally written. Residents were asked to
select their choice in writing from the following options:

Option A.: Residential Parking Permit from 8am – 5pm, Monday to Friday as recommended
by University City Police Department.
Option B.: Residential Parking Permit from 8am – 2pm, allowing parking for 2-hours, Monday
to Friday, as originally submitted.
Option C.: Withdraw the petition and keep current parking restriction.

Original signatures provided as part of the petition included seven (7) property owners out of nine
(9), which constitute 78% of the residents on the east side of the 200 block of Linden. The same
seven (7) residents responded in support of Option B in writing, therefore, there is no amendment to
the petition.

The conditions for approval of a residential parking permit plan has been met due to the street being
located within two blocks of the Clayton municipality's boundary and the existence of a parking
problem on the south side of the block. Additional problems occur when City of Clayton residents
