<br /> <br />Plan Commission Study Session <br />Draft Parkview Gardens Neighborhood Sustainable Development Plan <br />Minutes July 10, 2012 <br />(approved July 25, 2012) <br /> <br />The Plan Commission held a study session in the EOC Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on July 10, 2012. The study session <br />commenced at 7:00 pm. <br /> <br />Plan Commission Members PresentPlan Commission Members Absent <br /> <br />Ben Senturia (Designated Alternate) Ben Halpert (Chairperson) <br />Deidre Lewis (Vice-Chairperson) <br />Non-Voting Council Liaison Absent <br />Lisa Greening <br />Nova Felton Arthur Sharpe Jr. <br />Cirri Moran <br />Linda Locke <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Economic and Community Development <br />Zach Greatens, Planner <br /> <br />Mr. Senturia called the meeting to order. He stated that the purpose of the meeting was a study <br />session and announced the City Council rules of policy and or the <br />purposes of obtaining more information on a specific subject, and for the opportunity to ask <br />questions on a subject prior to making a decision, the Council, or Plan Commission, may choose <br />to hold Study Sessions. These sessions can be held at any time, and shall be posted in <br />accordance with the Missouri Open Meetings and Records Act. Study Sessions shall be <br />designed for Plan Commission deliberations and shall not be open for citizen comment. Mr. <br />Senturia stated that the Plan Commission will not take a vote tonight, and it is just for Plan <br />meeting. <br /> <br />Ms. Riganti addressed the Plan Commission and stated the following: <br />For introduction and context, we all know what prompted the meeting and we are here to present <br />the other side of the story. While public planning meetings rarely generate a large crowd unless <br />there is an issue of controversy, much enthusiasm from those for whom the effort is intended to <br />benefit has been generated for the planning efforts. Unfortunately, the Parkview Gardens Plan <br />fell into pile of discard from a small contingency of a business group. Nearing the completion of <br />the final chapter of the planning effort, something changed from this contingency. In response, a <br />letter was presented to the Plan Commission, our department, the consultants, and City Council. <br />This effort was orchestrated by a few vocal members of the business community who are <br />representing themselves as business and property owners in total. It has been a persuasive and <br />well-articulated effort; however, this effort is emotional, anecdotal rhetoric. In two weeks, this <br />rhetoric has effectively challenged and attempted to defeat an exemplary collective planning <br />effort.
