<br /> <br />Plan Commission <br />August 22, 2012 Meeting Minutes <br />(approved October 24, 2012) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on August 22, 2012. The meeting <br />commenced at 7:00 pm. <br /> <br />Voting Members Present Voting Members Absent <br />Ben Halpert (Chairperson) Nova Felton <br />Deidre Lewis (Vice-Chairperson) <br />Ben Senturia <br />Linda Locke <br />Cirri Moran <br />Lisa Greening <br /> <br />Non-Voting Council Liaison Present <br />Arthur Sharpe Jr. <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Planning, Zoning, and Economic Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br /> <br />Mr. Halpert asked for any discussion pertaining to the July 25, 2012 minutes. There being none, <br />he asked for a motion. <br /> <br />Ms. Locke made a motion to approve the July 25, 2012 Plan Commission meeting minutes. The <br />motion was seconded by Mr. Senturia. The motion was approved unanimously. <br /> <br /> <br /> blighting <br /> <br />analysis/redevelopment plan <br /> <br />Mr. Halpert announced that next item on the agenda was new business pertaining to 8390 <br />Delmar Boulevard to develop a Walgreens and an adjacent office building. <br />Staff reported that this was a proposed development of a 14,000 square foot retail facility with a <br />drive-thru and a 30,000 square foot office building at 8390 Delmar Boulevard. The purpose of <br />reviewing this item was due to the inability to move the project forward due to a long-term <br />tenant not willing to relocate. The developer tried many measures such as offering relocation <br />assistance, offering to construct a building on the site, and many other measures but the tenant <br />had been unresponsive. The City concluded that the only way to move the project forward and <br />to remove the tenant from the facility was to condemn the lease. The process by which the lease <br />could be condemned was according to Chapter 99 in the State Statutes, the Land Clearance <br />tm; <br /> E <br /> <br /> <br />
