Prior to the meeting, we <br />recommend that you visit the site(s). Approval of Minutes January 9, 2013 – ACTION ITEM <br /> <br />4. University Drive at West Point Ct Parking Restriction <br /> <br />Please find attached Traffic Request Form submitted on January 3, 2013 by Cathie and Bill Ott, residents at <br />365 West Point Court, requesting that the parking restriction be eliminated on the north side of University Drive <br />from West Point Court intersection to across the street from 7430 University Drive; or that residential permits <br />be assigned to them to be able to park on University Drive near their home. <br /> <br />According to the requestors, there was a temporary relief from restricted parking at this location in the past and <br />the signs were removed, and unfortunately the removal of the parking restriction was not codified in the <br />Municipal Code. The current restriction reads as follows: <br /> <br />10.44.020 - Parking prohibited on certain streets during designated hours. <br />The following streets or parts of streets are designated as places where parking is prohibited during the time <br />set forth in this section within the meaning of the title: <br />University Drive: <br /> On the north side thereof from Hanley Road to Jackson Avenue between the hours of nine <br />a.m. and eleven a.m. on every day of the week except Saturday, Sunday and holidays. <br /> <br />The Department of Public Works and Parks recommends that if the parking restriction is no longer needed on <br />University Drive, then it shall be removed completely, instead of lifting the restriction just at a small section of <br />the block. Parking restrictions exist to alleviate non-resident parking problems, to provide City services or to <br />improve traffic flow. If the restriction is to be lifted completely, or partially (one or two blocks), then it is <br />recommended that a petition be originated by the property owners affected by the change and include <br />signatures from over 75% of the property owners of record. <br /> <br />5. Clemens Avenue at Westgate Avenue Parking Restriction <br /> <br />Please find attached Traffic Request Form submitted on January 14, 2013 by Rev. Michael John Witt, <br />representing 6403 Clemens Ave, requesting that the parking restriction be eliminated on the north side of <br />Clemens Ave from Westgate Ave to Interdrive. <br /> <br />According to Rev. Witt, this restriction was posted many years ago, to protect school children, but there has <br />not been a school at All Saints Parish since 1971. The current parking restriction reads as follows: <br /> <br />10.44.010 - Parking prohibited on certain streets at all times. <br />The following streets or parts of streets are designated as places where the parking of vehicles is prohibited at <br />all times: <br />Clemens Avenue <br />: North side thereof from Westgate Avenue east to Interdrive Walk. <br /> <br />www.ucitymo.org 1 <br /> <br /> <br />
