<br /> <br />Plan Commission <br />December 2, 2013 Meeting Minutes <br />(approved 12/23/2013) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on Monday, December 2, 2013. The <br />meeting commenced at 7:00 pm. <br /> <br />Voting Members Present Voting Members Absent (excused) <br />Linda Locke (Vice-Chairperson) Ben Halpert <br />Ben Senturia <br />Lisa Greening <br />Cirri Moran <br /> <br />Non-Voting Council Liaison Present <br />Mayor Shelley Welsch <br /> <br />Staff Present <br />Raymond Lai, Deputy Director of Economic and Community Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br />A motion was made by Mr. Senturia to approve the September 25, 2013 meeting minutes. The <br />motion was seconded by Ms. Moran and carried unanimously. <br /> <br />New Business <br /> <br /> <br />a.Zoning Map Amendment / Preliminary Development Plan 13-13294 8348-8350 <br />Delcrest Drive (Crown Center for Senior Living) <br /> <br />The Vice-Chairperson announced that the next agenda item was Zoning Map Amendment <br />request 13-13294 and the applicant was Mr. Vince Keady with Stinson Morrison Hecker, LLP on <br />behalf of Council Apartments, LLC the property owner. She stated that the proposal was to <br />rezone the subject parcels at 8348-8350 Delcrest Drive, the Crown Center for Senior Living, <br />from HRO High Density Residential/Office District to PD-M Planned Development Mixed <br />Use District for proposed renovations to the existing senior living facility including substantial <br />reconfiguration of the parking area and allowance of accessory uses to be open to the public <br />including, but not limited to a ground floor café. She stated action should be taken on the Map <br />Amendment request in conjunction with the Preliminary Development Plan. <br /> <br />Mr. Greatens provided an overview of maps and pictures of the site and the surrounding area and <br />provided background information. He stated that a sketch plan meeting was held in early <br />October as required in the Zoning Code and a Plan Commission work session was held at the <br />October 23 Plan Commission meeting. He stated that a variance request pertaining to the <br />landscape buffer along Delcrest Drive was approved by the Board of Adjustment on October 18. <br />Mr. Greatens added that the main components of request included the proposal to allow certain <br />accessory uses to be open to public and the reconfiguration of the parking area which included <br />tm; <br /> E <br /> <br /> <br />
