Session 1802

MINUTES OF THE UNIVERSITY CITY COUNCIL

February 12, 2001

At a study session of the City Council of University City held in Room 6, second floor of City
Hall Monday, February 12, 2001, Mayor Joseph L. Adams called the meeting to order at
5:30 p.m. In addition to the Mayor, the following members of the Council were present:

Ms. Cassandra Colquitt
Mr. Wayne I. Munkel
Mr. Larry Lieberman
Mr. Paul Schoomer
Mr. Arthur Sharpe, Jr.

Also present was City Manager Frank OIlendorff and Assistant City Manager Gregory Rose.
ABSENT: Mr. Robert Wagner was excused.

AGENDA #1 - PROPERTY VACATING POLICY:

Mr. OIlendorff asked to review the current property vacating policy. Currently once public
property is vacated and the ordinance recorded, the adjacent owner must maintain the new
added property, because he legally now owns it. Utility easements cannot be vacated, of course, and will remain.

AGENDA #2 - 24 HOUR LAUNDROMAT:

Mr. Ollendorff apprized the Council of the laundromat's request at 7200 Balson to start 24
hour operations. This type of change would require an amendment to the current
ordinance. After much discussion, the sense of the Council was to leave the ordinance as
is and not amend it to allow 24 hour operations.

AGENDA #3 - PROMOTE COUNTY USE TAX:

Mr. Ollendorff reported to Council the City's plan to promote the proposed County use tax
which will be offered to voters on April 3Id on the front page of the March issue of
CityScape.

AGENDA #4 - DEVELOPMENT AND PARKING IN COMMERCE BANK BLOCK:

Mr. Ollendorff reported that both Craft Alliance and Urban Outfitters needed roughly 30
extra additional parking spaces as a result of their expansion plans. In an effort to assist
them with their problem, Mr. Ollendorff prepared an analysis with several options for
