He described five different scenarios, with the fifth plan seeming to meet <br />the requirements of all involved the best: 1) Urban Outfitters will demolish Smith Hardware <br />building and construct a new two story building with more frontage on Delmar, allowing for <br />more permit parking in the south lot; 2) Craft Alliance would be encouraged to construct <br />their expansion along Delmar, instead of to the rear, which would also allow for more <br />parking in the south lot; 3) Revision of the parking lot to allow for more efficient use of <br />space; 4)Make Loop South one-way eastbound and allow for parallel parking along the <br />south side of the street; 5) purchase some of the rear lot space of the apartment buildings <br />to the south and widen the existing alley for more parking. Mr. Ollendorff estimates that <br />this scenario would probably cost in the neighborhood of $200,000 and that Urban <br />Outfitters have tentatively discussed putting up to $100,000 of the cost. Craft Alliance <br />would be asked to come up with their fair share, as well as the City and Commerce Bank <br />coming up with funds as well. This plan would have to be approved by Craft Alliance and <br />Urban Outfitters, and ultimately, Commerce Bank since they own the entire property. The <br />LSBD will be informed since businesses from Leland to Kingsland, since benefitted by the <br />improvements, may be assessed to help pay for this parking plan. Mr. Ollendorff will keep <br />the Council apprized of his progress. <br /> <br />AGENDA #5 - LACLEDE GAS UTILITY TAX: <br /> <br />Many residents are concerned about the extra revenue that the City is receiving in gross <br />utility tax receipts due to the increase in gas costs and usage. They feel that the City <br />should reimburse the sizeable amount that they feel the City will be receiving back to the <br />residents who are having a hard time paying the high bills. Mayor Adams suggested waiting <br />until the end of March to see if there is any net surplus received. If there is, then he <br />suggested donating extra monies to a utility help group, such as Dollar Help or to Step, Inc. <br />to help needy residents with their heating bills. Mayor Adams also noted that Laclede Gas <br />had currently applied to the Public Service Commission for a rate reduction, which should <br />provide additional help. <br /> <br />AGENDA #6 - COUNCIL TRAVEL POLICY: <br /> <br />Mr. Lieberman went over all changes and comments he had received to date from other <br />Councilmembers and the City Clerk. The draft will be submitted for review and possible <br />approval at an upcoming session. <br /> <br />AGENDA #7 - DOG PARK: <br /> <br />Mr. Schoomer suggested that a dog club be formed to utilize an enclosed area at <br />Pennsylvania and Vernon, which was formerly utilized by MSD.
