Session 1807 <br />April 2, 2001 <br /> <br />AGENDA #3 - MUNICIPAL PARKING AGREEMENT FOR 6662 DELMAR: <br /> <br />Mr. Ollendorff recommends acceptance of the agreement between University City and <br />the owners of the former Smith Hardware site whereby they will make substantial <br />payments into the City's parking fund in return for which we will develop additional <br />parking on Loop South Drive and potentially between Loop South and the Craft Alliance <br />property, The developer agrees to pay their fair share towards any of several <br />alternative plans developed by the City staff. The City will then have up to December <br />2002 to carry out the property transactions with neighboring property owners and then <br />install the new parking plan. One of these plans would be entirely within the confines of <br />Loop South and thus completely within the City's authority to construct. The preferred <br />comprehensive plan would require reaching agreement with Commeme Bank and Craft <br />Alliance. Council approval of this agreement meets the terms of one of the conditions <br />attached to recent site plan approval for the developers property. The agreement also <br />commits the City Council to acting on amendments to the City code regarding zoning <br />setbacks and traffic regulations. <br /> <br />Mr. Wagner moved approval, Ms. Colquitt seconded the motion, which carried <br />unanimously. <br /> <br />AGENDA #4 - 7023 FORSYTN CONDITIONAL USE: <br /> <br />Mr. OIlendorff agrees with the Plan Commission recommendation that a conditional use <br />permit be issued to allow these premises to be used for an office and student center <br />together with housing for two students. Approval should be conditioned on requiring on <br />premise parking for visitors, staff and residents as well as submission of a parking <br />improvement plan should additional paved parking be necessary in the future. Only <br />guests of residents should be permitted to park on the street. <br /> <br />Mr. Wagner moved approval. Mr. Sharpe seconded the motion. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that the applicant's do agree to all of <br />the conditions, <br /> <br />The motion to approve carded unanimously. <br /> <br />AGENDA #5 - 6309 DELMAR CONDITIONAL USE: <br /> <br />Mr. OIlendorff joins the Plan Commission in recommending approval for the use of this <br />storefront location for retail and service activities. The location would be used for a <br />body art studio meeting all applicable health and safety regulations plus retail jewelry <br /> <br />5 <br /> <br /> <br />
