The existing inspection <br />program does work very well for owner occupied housing and many municipalities have <br />copied it over the years. It does not, however, work as well with rental housing. There <br />are a few property owners that do not comply and are, therefore, the most difficult to <br />deal with. He believes that an annual inspection of the exteriors, halls and basements <br />would go a long way, which is not being done now. He is aware that the current <br />inspection staff is stretched for more than they can handle during the height of the <br />rental season. More staff would have to hired. He appreciates the dialogue that was <br />started with staff and the City Manager and hopes that this is delayed until some <br />additional input is added. Many of the details should be ironed out before such a <br />dramatic change. <br /> <br />Henry Berry, 7228 Dartmouth Ave., #1, stated that this proposal is not equitable and <br />that the City should look at narrowing the details of the proposal to handle the specific <br />problems that the City is having with certain landowners and property. <br /> <br />Mayor Adams closed the public hearing at 8:26 p.m. <br /> <br />AGENDA ITEM #6 - CONDO RESUBDIVISION - 7937 - 39 DELMAR: <br /> <br />Mr. Ollendorff concurs with the Plan Commission recommendation to approve dividing <br />this two family dwelling into a pair of condominium units since all City ordinance <br />requirements are met. A bill has been prepared for introduction to carry out this <br />resubdivision. Taxes are paid on this property and it meets all code requirements. <br /> <br />Mr. Munkel moved approval. Mr. Schoomer seconded the motion <br /> <br />Responding to Mr. Schoomer, Mr. Ollendorff said that the taxes are paid on this <br />property and it meets all code requirements. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that under the rental inspection <br />proposal, these owners would still have these units inspected when the occupancy <br />changed. They would have 60 days to bring it up, rather than 90 days, plus extensions. <br />Then the inspection would be good for one year. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA ITEM #7 - CONDITIONAL USE AMENDMENT - #2 MCKNIGHT PLACE: <br /> <br />Mr. Ollendorff concurs with the Plan Commission that this conditional use amendment <br />be approved allowing the nursing home construction subject to all conditions of all <br />previous conditional use permits for this property, contingent upon rezoning, maximum <br /> <br />6 <br /> <br /> <br />
