Session 1809
May 7, 2001

AGENDA #3 - CONDITIONAL USE: GOUFIMET CARRYOUT AT 405 JACKSON:

Mr. Ollendorff agrees with the Plan Commission recommendation that this gourmet
carryout deft type business should be permitted on Jackson north of Pershing with
conditions including an odor controlling exhaust system, no dining on premises, regular
litter policing and debris removal, refuse disposal containers appropriately placed and
emptied, all signs in compliance with City ordinance requirements, and parking
arrangements to include the lot at 7400 Pershing during specified hours. The City
Council has previously approved this business at other locations which turned out not to
be suitable. This looks like it will be a fine addition to the neighborhood and the
community.

Mr. Munkel moved adoption. Ms. Colquitt seconded the motion.

Helen Fletcher, 7467 Kingsbury, is the owner of Truffes, responding to Mr. Wagner,
stated that there are six parking spaces. She stated that there is approximately 25
parking spaces on the lot that is connected to the building that she will be in. Six of
these spaces are being designated for Truffes. Her hours right now are 8 a.m. to 8
p.m., but they will let the customers let them know when to stay open. Mr. Wagner
stated that he would only have a concern if she pushed her open hours later into the
evening, because of being in a residential neighborhood. She doesn't imagine this ever
happening.

AGENDA #4 - APPLICATION FOR PERMIT TO SOLICIT - PRAISE MUSIC
MINISTRIES:

Mr. Ollendorff recommends approval of an application by Rev. James Gardner for
permission to solicit in front the Schnuck's store located at 6920 Olive, on July 20 and
21,2001 during daylight hours and with Schnuck's permission. This item was held over
from the last meeting for Council review of application.

The organization's functions help support senior citizens' homes and orphanages,
hunger relief collections and youth scholarship funds.

Mr. Wagner moved approval. Mr. Sharpe seconded the motion.

Mr. Lieherman doesn't believe the application satisfies the questions that Ms. Colquitt
had from the last meeting. Mr. Ollendorff stated that he did not have any other
information. The application asks for all required information per local ordinances. Mr.
Lieberman really thinks that Ms. Colquitt's questions needed to be answered. Ms.
Colquitt would like to get the answers to her questions prior to voting on this.

3
