Session 1812 <br />May 21, 2001 <br /> <br />AGENDA #3 - APPLICATION FOR PERMIT TO SOLICIT - PRAISE MUSIC <br /> <br />MINISTRIES: <br /> <br />Mr. Ollendorff stated that this was tabled at the last meeting. He recommends approval <br />of an application by Rev. James Gardner for permission to solicit in front of the Schnuck <br />store located at 6920 Olive, on July 20 and 21,2001 during daylight hours and with <br />Schnuck's permission. This item has been held over for two meetings. <br /> <br />The organization's functions help support senior citizens' homes and orphanages, <br />hunger relief collections and youth scholarship funds. This organization was founded in <br />1997. A representative of the organization has been invited to attend this meeting <br />should Council have further questions. <br /> <br />Mr. Schoomer moved approval to remove this item from the table. Mr. Sharpe <br />seconded the motion, which carried unanimously. <br /> <br />Mr. Sharpe moved approval of the application. Mr. Wagner seconded the motion, <br />which carried unanimously. <br /> <br />ADD ITEM - AGENDA #4 - THIRD QUARTER BUDGET TRANSFERS: <br /> <br />Mr. Schoomer moved to add this item to the agenda. Mr. Munkel seconded the motion, <br />which carried unanimously. The item was added to the agenda. <br /> <br />Mr. Ollendorff recommends approval of transferring funds from accounts where costs <br />were higher than anticipated from those in which we were able to reduce expenditures. <br />The result is a net decrease in the use of prior year reserves which in turn will leave us <br />with a fund balance at the end of the fiscal year higher than previously anticipated. <br />Cost savings were predominantly from areas where personnel expenditures were less <br />than budgeted. Revenue above budgeted levels were experienced primarily in <br />electricity, natural gas and fiber optic licensing revenues. The only substantial cost <br />increase during this past quarter were for various energy related expenses. <br /> <br />Mr. Wagner moved approval of the transfers.
