Session 1812
May 21,2001

BILLS FOR INTRODUCTION:

Mr. Wagner said that there was a very good article in the paper describing the problems
that those neighborhoods, like Nancy Sachar's Westview, are having because they
happen to be bordering on Clayton's Gay Park. Clayton is planning to expand the
activity level there and will put in a state of the art sound and lighting system. Part of
the problem will be that people will come to the large events being held there and park
on University City streets. Mr. Wagner stated that the following bill would be a minor
change in the residential parking ordinance that will allow any block within two blocks of
another city's boundary to apply for residential parking permits.

1. A bill was introduced by Mr. Wagner, entitled:

AN ORDINANCE AMENDING CHAPTER 10.40 OF THE MUNICIPAL CODE,
RELATING TO STOPPING, STANDING AND PARKING GENERALLY, BY
REPEALING SECTION 10.40.030 THEREOF, RELATING TO RESIDENTIAL
PARKING PERMIT PLAN, AND ENACTING A NEW SECTION 10.40.30, SO AS
TO AUTHORIZE THE ESTABLISHMENT OF RESIDENTIAL PERMIT PARKING
AREAS ON RESIDENTIAL STREETS WITHIN TWO BLOCKS OF ANOTHER
MUNICIPALITY'S BOUNDARY UNDER CERTAIN CONDITIONS; CONTAINING
A SAVING CLAUSE AND PROVIDING A PENALTY.

The bill was given its first reading and assigned number 8526.

2. A bill was introduced by Mr. Sharpe, entitled:

AN ORDINANCE AMENDING CHAPTER 12.04 OF THE MUNICIPAL CODE,
RELATING TO STREETS AND SIDEWALKS GENERALLY BY ENACTING A
NEW SECTION KNOWN AS "SECTION 12.04.210 BANNERS, ETC.-PERMIT;"
AND BY REPEALING SECTIONS 12.04.060, 12.04.070 AND 12.04,170, AND
ENACTING IN LIEU THEREOF NEW SECTIONS TO BE KNOWN AS
"SECTION 12.04,060 PROPERTY OWNERS AUTHORIZED TO MAKE
CERTAIN IMPROVEMENTS - PERMIT; SUPERVISION; BOND," SECTION
12.04.070 STREET, ETC., EXCAVATIONS-GENERALLY; PERMIT; BOND,"
AND SECTION 12.04.170 STREET USE PERMIT-BOND; DEPOSIT," SO AS
TO INCREASE PERMIT FEES TO PERFORM EXCAVATION,
CONSTRUCTION OR SIMILAR WORK ON PUBLIC PROPERTY, AND SO AS
TO ESTABLISH CERTAIN RULES AND AUTHORITY OF THE DIRECTOR OF
PUBLIC WORKS RELATING TO THE ISSUANCE OF PERMITS AN
SUPERVISION OF THE WORK; CONTAINING A SAVING CLAUSE AND
PROVIDING A PENALTY,

6
