Mr. Shinger said he corrected most of the items cited on the Health <br />Depaztment report, noting that he just bought the store this past October. <br /> <br />Mr. Price moved denial of the beer license at 1148 Ferguson, adding that he <br />felt the City would have no way of controlling the situation if large amounts <br />of litter were still being found in the area after the license w~s granted. <br /> <br />M~s. ~son said she had talked to a number of residents in this neighbor- <br />hood who wanted the store to sell beer as a convenience item. <br /> <br />Mr. Price said his present opposition was based on some of the conditions he <br />observed in the store before it was cleaned up, ~nd he would be extremely re- <br />luctant to approve a liquor license before it was demonstrated that the clean <br />condition of the store will continue. In response to Mayor Majerus, Mr. Price <br />said ha would have no objection to the applicant's returning after a specified <br />time period to reapply, but he felt it should not be approved now. <br /> <br />The applicant asked when he should reapply. Mr. Price said his personal opin- <br />ion was about six months frc~ now. Mr. shinger asked how many signatures were <br />needed if he presented a petition to Council that requested that he be allowed <br />to sell beer. Mayor Majerus said Council's main concern wns that the store <br />and the area around it be kept clean. If that is done, she felt Council might <br />reconsider this matter later. <br /> <br />Ms. Minnie Elliott, 6804 Pl!ar~)uth, came forward and said there is litter near <br />the store most of the time now, and if beer ~as sold, it would only compour~ <br />the probl~n. She did not w-~nt beer to be sold at this store. <br /> <br />Mr. Schocmer responded to the applicant's question about a petition. He said <br />the granting of a liquor license was a privilege and had nothing to do with a <br />specific number of collected signatures, although Council of course wanted to <br />hear fz~L~ constituents. However, the final decision rested with the Council. <br /> <br />All voted Aye to deny the liquor license except Mrs. Th~,~son, who voted Nay. <br />The mo~ion carried by a vote of six to one. <br /> <br />~OLICE DEP~ COMI~3r~ BIDS <br /> <br />The city Manager rec~u,~nded the purchase of a co~lete computer package (in- <br />eluding hardw-~re, softwel-e, installation, and training) from I~IM for the Fire <br />and Police Departments for a total of $229,565. Acceptance of the proposal <br />should be conditioned on all submitted pricing, including maintenance, up- <br />grades and financing being firm for a period of one year, since hardware, <br />software, and related portions of the total package will be purchased as the <br />City is able to install and absorb the changes over the next 12 months. <br /> <br />Mr. Adams moved approval, with Mr. Schoomer seconding tJ~e motion.
