Payne and his wife were ask~ to c~mne forward, and Mayor Majerus <br />administered the oath of office to Mr. Payne as Major and Deputy Chief of Po- <br />lice. She congratulated Major Payne, and there was a round of applause. <br /> <br />Mayor Majerus said it was very iY~0ortant that the families of the men being <br />p~-Ci,m~ join in the oath of office ce~,u~Tf, since t_he officers need the sup- <br />port, love and understanding of their feunilies to perfol~n their duties in such <br />fine fashion. <br /> <br />The Mayor then asked Major Stanley M. '1%~ and his family to come forward, <br />and she adminisee_~ed the oath of office to Mr. Topper as the new Chief of Po- <br />lice. There was an extended round of a[~lause. <br /> <br />Mr. Ollendorff oongratulated the new officers'and t_hank~ them for being will- <br />Lng to serve the City in this way. <br /> <br />Ambulance Service A~reenent (#1). An agreement for back-up ambulance service <br />has been negotiated between Abbott Ambu].ance, Inc. and University City, where- <br />by Abbott will provide medical transpoIfcation when asked by University city, <br />with the patient being resPOnsible to ~bbott for full payment of all charges. <br />If payment is not forthcoming; University City will be obligated to reimburse <br />the company, however, it is anticipated that the service will rarely be needed <br />unless paramedics are unavailable for :~me reason. Even though the cost is <br />not expected to be close to the $5000 limit requiring Council action, Mr. O1- <br />lendorff requested approval of the agreement in case unforeseen circumstances <br /> <br />University city Loop S~ecial Business District Devel~,ent Plan and BudGet for <br />1989-90 (#2). The City Council has received and reviewed the 1989-90 Univer- <br />sity City Inop Special Business Distriot Development Plan and Budget, and <br />Council approval was recu~Lended by the City Manager. <br /> <br />Consideration of Bids for Purchase of U~k~es and Shrubs (#3).
