Sessic~ 1505, ~ Page 4 <br />October 16, 1989 <br /> <br />Mr. Price asked Mr. Ollendorff to get information back to him regarding home <br />repair as quickly as possible. He s~id he was thinking particularly about <br />senior citizens having difficulty mair~tainirg their h~mes. <br /> <br />Mr. A~s called the question, and all voted_~ Aye except Mr. Price, who voted <br />Nay. <br /> <br />REDEVEI_OPM~T- 720 <br /> <br />~he City Manager concurred with the P~levelut~nt Authority recommendation to <br />approve the develul~nt agreement for 720 Interdrive. He rec~u~_nded at least <br />five y~m~s full and five years at 50% tax freezing, although the Authority <br />rec~,u:~J~s up to 15 y~m~s of tax incentives. He noted that in the past Coun- <br />cil has granted as much as 15 years if there are special circumstances. <br /> <br />Mr. ~ asked if there were special circumstances in this case. Mr. O1- <br />lendorff said these developers have mat all necessary requirements, whereas a <br />few developers have asked for concessions; however, since there have been no <br />other projects of this nature for ab~at a year, the Council may wish to con- <br />sider that a special circumstance. Mr.. Schoc~er moved approval of the devel- <br />opment agreement with five years full and ten .years of 50% tax freezing, with <br />the rationale being that the market has changed, interest rates have gone up, <br />and other developer assistance is no longer available. Mr. Adams seconded the <br />motion. Mr. Price asked about other development projects, and Mr. Ollendorff <br />said Council has sc~etimes given 20 ye~ucs of abatement for industrial develop- <br />ments; however, the apa~t~_nt rehab terr~ have been shorter, although Council <br />has sc~etimes given 15 years of full and partial abatement, especially if the <br />buildings needed a great deal of work. He said the administration did not <br />disagree with Mr. Schoomer's statement that few applications have come in this <br />y~mr, and since the city would like ~ get more buildings rehabbed, Council <br />might wish to lengthen the abatement ~=ied. <br /> <br />Ail voted Aye except Councilmember Scht~an and Mayor Majerus, who voted Nay. <br /> <br />LIQUOR LICENSE - 6335 DELMAR'BOULEVARD <br /> <br />~ne City Manager recc%~nded denial of a license to sell beer at 6335 Delmar. <br />He said there was no need for additional liquor outlets in the Loop area; in <br />addition, the proposed operators have not given evidence of a strong ability <br />to enforce liquor laws with regard to ~dnors. <br /> <br />Mr. Price moved denial as rec~u,~nded, with Mr. Aaams seconding the motion. <br /> <br />Mrs. Tnc*,~son asked what was meant by the statement that the proposed opera- <br />tors have not enforced liquor laws as applied to minors. Mr. Ollendorff said <br />he had tried to find a polite way of saying one of the owners was arrested in <br />another state for selling to minors. <br /> <br />Ail voted Aye. <br /> <br /> <br />
