Sessio~ 1503, M_~ Page 7
Septe~ 18, 1989

anti-solicitation law was enacted for very good r~a.~ons, and there must be
safe~,~wds for whatever action or changes taken.

Mr. Wagner agreed with Mrs. Sch~man, anl4ing that residents may feel intimidat-
ed or threatened by people corn/rig to their door, however, he felt the Council
must adopt a leadership role and look for changes that should be made for the
benefit of the entire c~Li,~%nity. He said he w~s willing to negotiate with the

Mr. ~ awz~ed with Mr. Price's stat~nt about speculators, and suggestad
that perhaps the Board would have sc~e idem about how to deal with tb~ese peo-
ple, since they damage the reputation of the real estate

Mayor Majerus said she received a telephone call frc~ a real estate agent who
asked that if the solicitation law is kept as is, it should include anyone
(not just agents) approach/rig b~meowners to sell their property. She said
Council r~lly has not addressed this issue up to now.

Mr. George Cotton, 1070 Pzf¢/1, School Boazd member, said the real estate
nity has had a~ple opportunity in the last few years to market and prc~ote
north of Olive, but for some r~on has refused to do so. However, he also
felt the solicitation law as it now stands does not serve the interests of the
Third Ward. He said the School Board and city Council must work together to
refute the fallacy that if one lives in the black c~m~nity, one can't get a
good education or enjoy a high ~,a]ity of life. He also pointed out that hav-
ing an acceptable solicitation law does not guarantee that the real estate
c~,~nity will do the right thing.

Mr. Ollendorff said that realtors in University City often ignore the ordi-
nances they're trying to get repealed; they also solicit regularly and post
illegal signs, and most of this was done in the First Ward. He felt that rs-
pealin~ the law would not result in additional support for Third Ward housing.

Mr. Hall returned to the podium, and asked that any infractions c~m~tted be
immediately reported to the Real Estate Board, and the City should also take
legal action if appropriate. He said the Board wished to c~romise with the
(~uncil in any way possible.

~ Mayor said Council must first confer and decide what, if any, changes it
would like made. The Board will thmn be contacted and a dialogue s~a~ted.
She cautioned Mr. Hall that it may take some time to go through this process
since the law has been on the books for a long time and many will be reluctant
to see any changes at all.

not naive enough to believe everything the real estate
however, he also felt the ODu~cil should not just do
tb~ realtors aware of what University City w~nts.

Mayor Majerus said the Council will schedule a special study meeting to dis-
cuss this matter, and move forward faum~ that point. Mr. Hell offered any re-
sources the Board might have to facilitate dt~nu~sion.
