Session 1503, Minutes <br />Se~ 18, 1989 Page 8 <br /> <br />GC~DIT~ONAL USE AM~NDf~4~T - 7500 DRIMAR <br /> <br />The City Manager agreed with the Plan C~[a,,~ssion ~tion that the con- <br />ditional use permit amendment for aut~notive service at 7500 Delmar be granted <br />su~ect to the' following conditions: <br /> <br /> 1. A landscaped strip approximately 10' wide shall be provided along Hanley <br /> P~ad. <br /> 2. ~ping shall be installed and mintained in accordance with a land- <br /> scapirg plan reviewed and apl~roved by the Director of Planning. <br /> 3. Overnight parking of motor vehicles shall be limited to the area south of <br /> the building. <br />4. With the exception of the storage of motor vehicles in accordance with <br /> Condition #3, all business, service, storage and display shall be conduct- <br /> ed within the building. <br />5. Service and repair operations shall be limited to the hours of 7:30 a.m. <br /> to 8 p.m. <br />6. Before a buildirg permit is issued, a permit shall be obtained frc~ the <br /> St. Imuis County Depa~,ent of Highways and Traffic for modifications to <br /> driveway entrances, street curbs and sidewalks. <br />7. The exterior finish on the north face of the now bay shall match the re- <br /> mainder of the north facade of the building. <br />8. Ail paving on the site shall be repaired or replaced as needed to bring <br /> the surface, into good repair. <br /> <br />Mr. ~rt~s moved approval, with Mr. Price seconding the motion. <br /> <br />Mrs. Schuman said it looked es though there were about 13 parking places be- <br />hind the building, and they appeared to extend right up to Hanley Road, which <br />she thought would look bad if cars were parked there overnight. She proposed <br />an amendment that would allow overnight parkirg only from the buildirg line <br />west. Mr. Adams accepted that amendment to his motion, as did Mr. Price. The <br />operator, Mr. Phil Poirier, was asked to cc~e forward. He pointed out that <br />there would be landscaping along Hanley Road which would screen the area. He <br />also noted that every space was bmlpful to him, since his business is doing <br />well. He noted it was important to him to keep the property looking as nice <br />as possible, since that also helped his business. He said he would make an <br />effort to keep the cars parked as far away fz~, Hanley as possible. Mrs. <br />Schuman felt that 10 spaces, plus the three bays, seemed like enough; other- <br />wise, the whole site is filled with cars. In addition, cars parked next to <br />the sidewalk could be vandalized. Mr. Poirier said no cars would he parked in <br />front or on the side of the building. <br /> <br />In response to Mr. Ollendorff, Mr. Poirier said he certainly would agree not <br />to have any unlicensed or inoperable vehicles parked on the property. <br /> <br />Mr. ;u~ ~s noted f_hat adding the amendment would not preclude Mr. Poirier from <br />returning to the Council later to ask for the additional parking. <br /> <br />Mr. Schocmer suggested that the phrase "without prejudice" be added to the <br />amendment, which would permit Mr. Poirier to return without paying an addi- <br />tional fee. Ail agreed. Ail then voted Aye on the amendment. <br /> <br /> <br />
