Anyone interested in any of these topics is invited to attend. The seminars are <br />free. However, the organizers are encouraging pre-registration so that sufficient <br />hand-outs and food can be prepared for each session, to pre-register or for more <br />information contact UcityUnited Organizing Committee member Elsie Glickert at <br />nd <br />725-9094. UCityUnited's next meeting is tentatively scheduled for May 2, where <br />the topic is expected to be a presentation and discussion on the provision of city <br />services throughout the community. Is there a disparity of service among the <br />three wards as some have perceived and alleged? <br /> <br />Park and Recreation Director MacCartney prepared a memorandum in response <br />to the questions raised at the January 22 Council Meeting. It was an excellent and well- <br />advertised program, which will result in better overall wellness of our residents. <br />Thank you to all that participated <br /> <br />As you know, on January 22, 2007 the City Council defeated Bill No. 8922 on <br />underage drinking at social parties, but some Council Members indicated an <br />interest in passing alternative legislation on the subject. City Attorney Mulligan <br />underage drinking legislation <br />revised the and Ms. McGee produced a <br />background memorandum, which is attached here as a coversheet. Please <br />review the requested background and revisions and let me know if you are <br />interested in placing the bill on an upcoming agenda or discussing in a study <br />session. The bill would amend current liquor ordinances on sales to and <br />possession by minors so as to track Missouri Liquor Control Law, Chapter 311 <br />RSMo, which was amended in 2005 and 2006. See Sections 311.310 and <br />311.325 RSMo. The new bill adds sections on misrepresentation of age by a <br />minor, accepted forms of identification, and altered identification cards. There are <br />separate sections for intoxicating liquor (an alcoholic beverage having more than <br />3.2% by volume) and non-intoxicating beer (alcoholic content of more than .5% <br />and not exceeding 3.2% by volume) where such is the case under the Liquor <br />Control Law or University City ordinances. Also, the section on selling or handling <br />liquor or beer is currently in the same Municipal Code section as sales to minors; <br />under the bill, it is in a new section, the same as in the Liquor Control Law. Bill <br />No. 8922 would have made it unlawful for any person in control of a place used <br />as a social party to knowingly or negligently permit any minor to unlawfully <br />possess or consume an alcoholic beverage at the place or to leave the place <br />without taking reasonable steps to prevent such consumption or possession. The <br />new bill makes it unlawful for any owner, occupant, or other person with a lawful <br />right to exclusive use and enjoyment of any property to knowingly allow a minor <br />to drink or possess intoxicating liquor or to knowingly fail to stop a minor from <br />such drinking or possession on the property, unless the person is the minor's <br />parent or guardian. See Section 5.08.220. Missouri Liquor Control Law, Chapter <br />311 RSMo, states that its provisions shall apply to every city, any ordinance or <br />charter provision notwithstanding.
