The permit shall be issued to Torah Pr~p division of Torah Center/Midwest, <br /> /nc. and if the a~plicant discontinues as principal operator and user of <br /> the premises, the permit shall become null and void. <br /> <br />Mr. Jonathan Spetr~r, 8210 Gannc~, representing the ~chool, came forward. He <br />said the school would cu,~ly with all oonditlons, although he had a question <br />about No. 5. ~he school has no day care, b~t does have a nurr~_ry school, and <br />inquiry to the state elicieed_ the information that there were no licensing re- <br />qui~,~J~ts for the nulls_ry. Mr. Ollendorff said the City was never sure which <br />o~w~nizatlons required a license, so it always asks that organizations meet <br />the state states-ds even if no license is required. Mr. Spetner said the <br />school would like to meet the state sta~4a~ds. <br /> <br />Mrs. Schuman said tb~ state has an excellent accreditation program for nursery <br />schools, and the school might eventually wish to put itself through the pro- <br />~£~n. Mr. Spetner said the school was aware of this and working on it. <br /> <br />Mr. Adams noted that Durbin-Durco Construction Co~,t~any will be in the building <br />with the school for the next 18 months, and he wished to know if the building <br />will still be taxed. Mr. Ollendorff said if Durbin-Durbo is paying rent, then <br />the b,n~llding will be on the tax rolls during this period of time. Mr. A~ms <br />asked if it is necessary for the City to assure that there will be no residen- <br />tial es~hlisP~ent in this structure. Mr. Spetner said there were no plans <br />for that since all children attending the school are local, with about 95% <br />fJ.'..LL University city. Mr. Schooner pointed out that would be covered under <br />the re~,~m~ent for an amended site plan if changes are contemplated. <br /> <br />}~. Schoc~er moved approval includ/ng all conditions. Mrs. Thu~son seconded <br />the motion. <br /> <br />Mr. Hams asked for clarification of the tax issue during the period Durbin~ <br />Durco continues to use two-thirds of the building. Mr. 011endorff said the <br />city will do everything within its leg-al power to make certain the building <br />does not go off the tax rolls during that time, but he could not assure Mr. <br />A~ams it would not. <br /> <br />Mrs. Schuman asked if the easement providing ingress through the church prop- <br />erty was permanent. Mr. Spetner said there were two easements, beth of which <br />have been insured by the title c~any as permanent. <br /> <br />In response to Mr. Price, Mr. Ollendorff said before the building can be taken <br />off the tax rolls, the owner must make application for tax-ex~t status, and <br />the City would fight this as long as t~ere w-as a profit-making venture on the <br />pre~,-dses. <br /> <br />O Responding to Mr. A~a~, Mr. Spetner said his organization would like to begin <br /> school in late August.
