He asked for a breakdown of UC~S' costs. Mr. Ollendorff said the City <br />allocation of around $40,000 goes entirely for salaries; the amount raised by <br />fees charged registrants ($2,000-3,000) pays for offioe supplies; and the ad- <br />vertising budget ($5,000-10,000) cc~es entirely f~,~ donations. Mr. Price <br />said he w-us not at all convinced that UC~S w~s doing anything for the Third <br />Ward. He w~s not totally against them being f]~nded, but felt they should be <br />reorganized in order to be more specific about where the money will be spent, <br />who will over~ the spend/rig, and exactly what the Council w-ants. He also <br />felt they had not ~%lfilled their contract with the City for 1988-89. Mayor <br />Majerus suggested that Council a~z=e on a figure now, but it will be contin- <br />gent on approval of the contract by the Council and the UCRS Board. She noted <br />that up to this year, the money given to UCRS w~s for personnel only, however, <br />they were asking for additional funds this y~r to develop a marketing plan <br />for Olive North. She said Council should also give Mr. Ollendorff suggestions <br />for things they would like to see included in the contract. She thought Mr. <br />Price's paint about a balanoed staff w~s well taken. Mr. Wagner felt that <br />UCRS was a vital part of the c~mt~unity, serving three functions--direct ~r- <br />ketlng, indirect marketing (image building, etc.), and the placement service. <br />He did feel their direct marketing function could be improved, and would like <br />to .see the~ focus this year on the U. city North campaign, as recon~'~nded by <br />DeveloFment Strategies. He suggested the City continue the baseline budget, <br />including the COLA, with scme additiol~nl directed funds to be used for U. City <br />No-~uh marketing efforts. He agreed there should be oversight on the use of <br />t/~e latteI' funds. Mr. ;~l~ms said he would like to ~ an adequate perforn~%nce <br />evaluation of UC~S. He felt they have really never answered the question of <br />how t/~ey measure what they do, and whether or not they have been successful. <br />Mrs. Thompson agreed. Ms. Glassman said that since the City furnishes so much <br />of the UCRS budget, she saw no reason why Council should hesitate to advise <br />them how to spend the money. Mr. Ollendorff said Council received a copy of <br />the UC~S contract two years ago because there were certain items they wanted <br />added, however, they may not have seen last year's contract because there were <br />no (-~h~es except for the figures involved, which Council approved earlier. <br />This year, he said he would bring the entire contract to Council for its ap- <br />proval. Mr. Price wondered why sc~eone fz~i the Planning Depar~J~nt could not <br />oversee UCRS' projects this ooming year. Mayor Majerus said she thought there <br />should be a liaison if Council gives them the additional amount for marketing <br />U. City North. She suggesting co. nsidering their budget in two sections--the.Ct <br />regular budget request, ar~ the extra funds request. The Mayor said the money <br />allocated to UC~S tonight would not begin to be disbursed until the contract <br />is drawn up and approved by all concerned. Mrs. Schuman felt the salary re- <br />quest was very reasonable, and said she would 1Lke to see the staff devote its <br />time to the U. city North program. She said the c~uter program that was de- <br />veloped last year was excellent. Mr. Adams said the UCRS Board should be made <br />awsre that the Council would like to see UCRS generating more of its own rev- <br />enue. ~e Mayor asked that each councilmember write up his/her own specific <br />suggestions or concerns, and they will be passed on to the Board. Council ap- <br />proved $44,521 for salaries pending approval of the contract. The Mayor sug- <br />gested that Council discuss this matter again in six months to assess the pro- <br />gress that has been made.
