The City Manager said an addi- <br />tion of $1,000 should be made to 743.02 Engineering and Scientific Equipment <br />for a camcorder, which will ~reoo~_rd conditions c~ projects before they are un- <br />dertaken by the City. Responding to Mr. Price, Mr. Ollendorff said there were <br />two full-time and one half-time (full-time April through September) environ- <br />mental inspectors in this depa~,ent. In addition, the two engineering assis- <br />tants /nspect construction work but do not do environmental inspections. <br />There was discussion about homeowners who won't cut the weeds along the alley <br />line behind the/r hc~es. Mr. Ollendorff said the City may do this once or <br />twice a year just so it does not look messy; citing the property owner would <br />probably take more time and resources than could be justified. He noted that <br />the re~ort fz~,~ Development Strategies should be received by the end of the <br />week, and following study, be should be able to estimate the cost of the vari- <br />ous rec~,~,~m~datior~. Mr. Price still felt there must be some way to prevent <br />people f~L~ putting huge items in alleys or dumpsters, and convince those who <br />don't k~ their grounds clean and their property in good condition that they <br />have a responsibility to do so. Mr. Ollendorff said it's very difficult to <br />find out who puts couches or refrigeratnrs in the alley, but when it is ascer- <br />tained, the City prosecutes them to t_he fullest extent of the law. Mr. Ollen- <br />dorff said there will be full-scale discussion following receipt of the Devel- <br />opment Strategies report so (k~ncil may decide how much the City can afford to <br />do. <br /> <br />2620 Public Works - Street Maintenance (DaHe C-54). The city Manager said <br />there were no changes in this budget although he wished to point out that a <br />sizeable amount has again been set aside for 726.02 Street and Sidewalk Re- <br />pairs. He noted that when this budget w-ds increased a few years ago, the City <br />was about 10 years behind in this work. He said it might be possible to de- <br />crease this category a little, if funds were necessary for some other urgent <br />need. Mrs. Schuman said a number of her constituents c~l~limented the City <br />on the excellent job of snow ~-~Loval that was done last winter. Mr. Price <br />said he felt a real effort has been made in the last few years to address the <br />issue of sidewalk repairs. Mr. Ollendorff noted that the City also has been <br />contracting out for curb repairs in order to try to keep up with the aging in- <br />frastructure. <br /> <br />264.0 Plar~/nq and Develo~,~nt (page C-58). Mr. Ollendorff said the City has <br />anticipated_ sc~e of the recc*~daticns to be made by Development Strategies <br />in that it has undertaken the inspection of each neighborhood in the City, and <br />it will be done in less than the r~c~¥~nded five years. He said he believed <br />that staff will not r~ed to be increased to c~ly with the consultants' rec- <br />~=2~dations. A large it~n in this budget is $49,400 (listed under 743.08 Of- <br />lice Furniture and Equivalent) which will provide half the funds,needed to up- <br />date the c~uter sy~te~ (the other half will ~,~ f£~ Contingency, as noted <br />earlier). He said this amount will provide new equil~ent and programs to make <br />the depa~-nt more efficient. Mr. Wagner asked about a large increase in <br />724.04 Workers O~,~Ju~ation. Mr. Norfleet said he believed the increase was <br />due to classification changes in the department. Mrs. Schuman asked about <br />721.02 Archi~Az-ul, Engineering, ~ Oonsultant Services. Mr. Ollendorff <br />said most of that amount was for. c~/ter pro~£oms. Mr. Price brought up the <br />matter of the 32 Ccunty-owr~d vacant lots in UD/versity city, noting he was <br />told that th~ County did not plan to mow or care for these lots at all this <br /> <br /> <br />
