The City Manager distribut- <br />ed a list of projects for the current year ar~ those proposed for 1989-90. He <br />said about $147,000 is available next year, with the listed projects amounting <br />to $118,500. He noted that propo~ i~prov~ents at East~ate and Kingsland <br />Parks were not included since he dj.d not yet have estimates for those items, <br />but he suggested that the remainder ef the money be set aside for those pro- <br />jects. He referred Council to pages B-24 and B-25 of the budget, on which was <br />listed the Five Year Capital Improvements Program. He felt that all of the <br />items listed on the sheet he distributed to Council %~_re high priority, but <br />Council might not agree after looking, at the two budget pages. Another item <br />that Council might %rant to include was the barricade on Pershing near Big Bend <br />Mayor Pro Tern AR~s said that before scheduling park improvements, there <br />should be public hearings and a great deal of publicity so that people will <br />have o~,~lete information as to what will take place. He noted that the pro- <br />cess may tak~ some time since the Park C~m~ssion will want to allot s~ <br />time, perhap~ _eve~ hire outside planners, to develop plans for the improve- <br />ments. Mr. Schoomer felt nothing more should be done regarding parks until <br />the Treesaver Petition question %fas resolved. Fir. Ollendorff said Council did <br />not have to decide until later how the $147,000 should be spent; all that was <br />needed now w-us approval of this, or scme other, amount. <br /> <br />University city Residential Service (UCRS) was di~uussed. Mrs. Schuman wished <br />to know what UCRS was p£u~osing as a cost of living increase, and also what <br />was meant by increasing students' pay to the minimum wage. Mr. Price said he <br />would like to have a knowledgeable person fro~ UC~S e-xpla~]l their contract <br />with the City, specifically the progress they have made in meeting the goals <br />listed in the oontract. Mr. Ollendorff said he would see that Mr. Price gets <br />a report. Mr. Price also wmnted a listing of the paid staff, and an explana- <br />tion of why it w~sn't integrated. Mr. Price felt that UCRS w~s not fulfilling <br />its goals in the Third Ward in the same way that it does in the rest of the <br />City. Mr. Schooner felt 'that it would be impossible for UCRS to demonstrate <br />~irically what Mr. Price w~nts to know. Mayor Pro Tern A~ams felt Mr. Price <br />was ask~3 UC~S what measure is used to judge its effectiveness in accomplish- <br />i~g its stat~ objectives, or how it would knc~ when it gets to the point of <br />reaching the goal of an integrated society, at which time it is supposed to go <br />out of business. Mr. Ollendorff agreed with Mr. Price that the goals of UCRS <br />are not the same as they were 20 years ago; the emphasis now is on marketing <br />University city as a fine o~,uLunity, bringing in c~,~lity tenants for rental <br />p~uperties, and generally doing a great deal for the city in public relations. <br />Mr. Wagner asked that all oouncLlmembe/~ receive a copy of the contract. <br />Ollendorff said he has not brought the oontract to the Council for the last <br />year or two since there were so few c~es from the previous year. <br /> <br />Mayor Pro Tern ;utaws adjcxlrned the meet.big at 10:35 p.m. <br /> <br />Dolores A.
